- Statement of Work Combined Synopsis/Solicitation in a Word Document This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SOLICITATION #: F1ECES32790100- REPAIR ROLL-UP DOORS This combined synopsis/solicitation is issued as a Request for Quotes. A Firm Fixed Price type contract will be awarded. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61 Effective 13 Sep 2012. This combined synopsis/solicitation is being issued under: NAICS: 332321 - Metal Window and Door manufacturers NO SET-ASIDE IS USED FOR THIS REQUIREMENT. CLIN 0001: 4(ea) - Bldg. 1005 and 2502 : Replace overhead roll-up doors CLIN 0002: 10(ea) - Bldgs 539, 630, 720, 2105, 2122, 2502, 2602: Repair roll-up doors CLIN 0003: Building 910 aka HAS 1: Replace overhead roll-up door. Delivery Schedule: Provide best possible delivery date, less than 30 days, with quote. Contractor is responsible for delivery of all doors. Delivery Location: Ali Al Salem AB, Kuwait FAR 52.212-1 - Instructions to Offerors applies to this acquisition Provision Addenda: All quotes shall include the following minimum information: Cage Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, Email and Proposed Delivery Schedule. IAW FAR 52.204-7and DFARS 252.207-7004 Alt A, prospective vendors must be registered in the CCR database prior to contract award. Lack of CCR registration shall be a determining factor for contract award. Prospective vendors should visit the CCR website at http://www.ccr.gov/Start.aspx to register. FAR 52.212-2 - Evaluation - Commercial Items: Contract award will be made to the responsive offeror whose offer will result in the best value to the government, with price and delivery being the considerations. This is an "all or none" requirement and will be awarded on one contract. Multiple contracts will not be issued. Vendors who do not quote the entire package requested will be considered non-responsive and their quote will not be evaluated. FAR 52.212-4 - Terms and Condition - Commercial applies to this acquisition FAR 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The following FAR clauses cited are applicable to this acquisition: FAR 52.203-6 Alt I, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-37, 52.225-13, and 52.232-33 FAR 52.237-1 - Site Visit - (a) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. (b) An organized site visit has been schedule for 7 November 2012 from 0800 to approximately 1200hrs. Contractors shall provide a list of all participants (by full name and company representing) to the Contracting Officer, Joe Wells, at Joe.Wells@asab.afcent.af.mil not later than 5 November 2012. For each participant, contractors must submit a copy of civil ID and with the following: Name, Civil ID number and expiration date, Nationality, Occupation and Vehicle number, on company letter-head. (c)Participants will meet at the ring master area on Ali Al Salem Air Base and must bring original copies of their passport, visa, and Civil ID. (d) Citizens of countries listed below are prohibited access to ASG-KU installations unless granted an exception by the ASG-KU Commander. For each exception to policy, a name-check with the U.S. Embassy and a Kuwait KMOD/KMOI Background Investigation will be conducted and kept on file at the ASG-KU PMO Installation Access Office: Cuba, Iran, Libya, Sudan and Syria (e) Citizens of the countries listed below are permitted to apply for installation access; however a name-check with the U.S. Embassy must be conducted in addition to the routine KMOD/KMOI Background Investigation. Russia, People's Republic of China, Socialist Republic of Vietnam (f) Offerors are requested to submit questions in writing to the point of contact noted above not later than two (2) workdays prior to the scheduled site visit. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of each amendment by the date/time set for bid opening are applicable. DFARS 252.212-7001 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition. The following FAR clauses cited are applicable to this acquisition: DFARS: 252.225-7001, 252.247-7023 Alt III, 252.222-7002, 252.203-7000, 252.203-7001, The following additional provisions or clauses are specific to this particular requirement: The Government intends to make one (1) firm-fixed-price award. The Government intends to place an order with the offeror whose offer conforms to this request and represents the best value (considering price and delivery time) to meet the Government's needs. The offeror with the lowest price "may not" necessarily get the award. All quotations should be in KD. All responsible sources may submit a quotation which shall be considered. Quotations may be emailed to Joe.Wells@asab.afcent.af.mil no later than 16 Nov 2012, 2000 (L).
