- Sources Sought Number: NIHOD2013395 Project Title: Access to Science Citation Index, Social Science Citation Index, and Journal Citation Reports on the Web of Knowledge Platform This is a "Sources Sought Notice". It is NOT a solicitation for proposals, proposal abstracts or quotations. The purpose of this notice is for market research purposes and will be used to obtain information regarding the availability and capability of all qualified sources to perform the potential requirement described herein in the statement of work. DRAFT STATEMENT OF WORK Article 1- Statement of Work Background Information For the past fifteen years, the NIH Library has provided access to Science Citation Index (SCI) through the ISI web-based product Web of Science to NIH researchers no matter where they are located. In 1999 ISI's Social Science Citation Index (SSCI) database was included in the contract. In September of 2000, the contract was modified to include researchers from CDC no matter where they were located; and in 2004 the contract was again modified to include all other HHS agencies except FDA. This is a critical information source for the researchers, clinicians and administrative staff of NIH, CDC and many other HHS agencies including the Office of the Secretary. Each year more than a million searches are performed in Web of Knowledge by NIH staff. These databases (SCI and SSCI) have formed the basis of a current awareness service which automatically searched the two databases each week after the weekly update and sends e-mail alerts to individuals who have established profiles for specific topics. In the intervening years Journal Citation Reports (JCR) also became available on the Web of Knowledge platform. Citations retrieved in Web of Knowledge are linked to the electronic journal holdings of the NIH Library or the CDC Library. Web of Knowledge has allowed the Library to provide enhanced and timely access to information NIH staff need to perform their work whether they are intramural researchers or extramural program administrators. This project will allow the NIH Library to continue to provide this valuable service to the NIH community and to other HHS agencies as required. Objectives The purpose of this sources sought notice is to assure continued access to the electronic version of the Science Citation Index and Social Science Citation Index Expanded databases on the Web of Knowledge platform. Access will be for all staff of NIH, CDC and other HHS agencies with the exception of FDA, no matter where they are located. The database shall include cited references and available author abstracts. NIH and CDC also require access to Journal Citation Reports (JCR) on the Web of Knowledge platform. The contractor should include the option of adding Journal Citation Reports (JCR) for FDA as well. Article 2- Services to be Performed General Requirements Independently, and not as an agent of the Government, the Contractor shall furnish all the necessary labor, materials, supplies, equipment, and services (except as otherwise specified herein) and provide the work set forth below. Specific Requirements Specifically, the Contractor shall: Provide access to the electronic version of Science Citation Index, Social Science Citation Index Expanded and Journal Citation Reports (JCR) databases through a Web interface. Access to these databases potentially will be for all staff of NIH, CDC and other HHS agencies with the exception of FDA, no matter where they are located. Costs for NIH, CDC and HHS, excluding FDA, for access to each database shall be identified. An option for adding FDA to the contract will be included in your response. The databases shall include available author abstracts; SCI and SSCI will include cited references as well. The contractor at a minimum shall update the contents of the databases - Science Citation Index Expanded and Social Science Citation Index Expanded weekly. JCR shall be updated annually. The contractor shall provide NIH with open-URL enabled software to allow third-party linking from the citations in the databases to electronic versions of articles when the library/libraries have subscriptions to the journals or to the libraries' document delivery services using products such as SFX. Staff from NIH, CDC and HHS shall be taken to a view of the databases on Web of Knowledge that includes only the link to their agency library. The contractor shall provide COUNTER-compliant use statistics for each HHS agency (NIH, CDC, AHRQ, IHS, PSC, SAMHSA, HRSA, AoA, CMS, ACF and the Office of the Secretary, and other agencies that may be added to the contract in the future) that accesses Web of Knowledge databases acquired through this contract. The contractor will periodically upgrade the web platform to enhance or improve the functionality of the platform at no additional cost. Staff of NIH, CDC and other HHS agencies shall be able to scan and search the database and print or download the results of their searches for their personal and work related use. These searches may be either a repetitive scanning of all or portions of the database for regular updates using one or more terms (profiles), or may be one-time, non-repetitive, online, interactive searches of all or part of the databases. Among the various search capabilities offered by the contractor, cited reference searching is required. The contractor shall provide maintenance service in the form of periodic software updates and technical help support as part of the base price for the database and interface. Technical help support shall be available Monday through Friday during normal business hours. The contractor also shall provide documentation and training materials as appropriate. Training material may be modified to suit the needs of NIH, CDC and HHS agencies. The contractor should be able to provide quotes for NIH, CDC, HHS and FDA to add backfiles for Science Citation Index Expanded, and Social Science Citation Index Expanded upon request. At present each has acquired different levels of coverage. NIH and HHS coverage dates back to 1900. Article 3- Reporting Requirements Monthly, the contractor shall provide COUNTER-compliant use statistics reports for each individual federal agency/office accessing the Web of Knowledge databases. Reports shall be provided within 30 days of the end of the month that is the subject of the report. Article 4- Deliverables The contractor shall assure the web platform and databases are available 24 hours a day seven days a week 365 days a year with unscheduled downtime rate not to exceed 1%. Notification of scheduled downtime shall be provided one week in advance at a minimum and will be scheduled in low use periods - between midnight and 6:00am Eastern time Monday - Friday or 6:00pm and 6:00am on weekends. Monthly statistical reports of database usage, broken down by agency/office, shall be available through e-mail or web links within 30 days of the end of the month that is the subject of the report. Article 5- Government Responsibilities The Government shall provide all computer hardware for accessing the databases and the web platform. Anticipated Period of Performance : The period of performance is expected to be for one twelve month base period and four twelve month option periods. The contract is anticipated to be from December 31 st 2012 to December 30, 2013. Other Important Considerations : Respondents' capability statements should address the following important aspects of the requirement: (a) Technical Capability to meet the Requirement: Vendor viability [1] - the health of the proposed product in terms of its stability, projected longevity, and likelihood it will exist in the future to support the product and later versions of the product. Security - the ability and/or effectiveness and fit of the technology within the NIH security environment. Section 508 Compliance - the product must be ADA compliant for procurement consideration. Technical Support-Set forth the extent and method used for providing technical support for issues relating to accessibility, functionality and content management. How does your product(s) or solution(s) address scalability when transaction volumes or number of users increases? What impact, if any, does scalability (increase or decrease) have on cost? (b) Content, Corporate Experience and Other Training: Industrial installed base - the use and adoption of the standard throughout industry in general (both commercial and public enterprises). Please indicate the depth and breadth of this product's usage throughout industry in general (i.e., private and public sectors)? How many customers (by private and public sectors) are using this product? In what industries? NIH Library requires the Impact Factor to be part of the procurement. This is important in our industry for determining journal importance. NIH Library requires accurate records in the sciences and social sciences which go back to 1900 to be part of this procurement. NIH Library requires that records contain accurate citation counts for records from 1900 with links to citing articles. NIH Library requires that records reference grant awards when grant award is noted in the article from 2008 to date. This feature is especially important because NIH is interested in determining the impact of its grant funding. Papers published as a result of grant awards can begin to identify value of the grant awards. Describe the extent, frequency, and process of your training methods (e.g., web-based, computer-based training (CBT), in-class, etc.) available with your product for both end users and system administrators. Submission of Capability Statements and Delivery Instructions: In 15 pages or less any interested business organization should submit a capability statement of their organization which demonstrates their ability to supply the services described above and in the statement of work. Respondents should also include any other information that may be helpful in developing or finalizing the acquisitions requirements. The NAICS Code for this requirement is 519130 with a business size of 500 employees. Responses must reference the sources sought number NIHOD2013395 and include the following: (1) Name and Address of the organization (2) Size and Type of business, pursuant to the applicable NAICS code 519130.
