- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified small business sources and their size classifications (i.e., HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, and Small Disadvantaged Business) relative to the North American Industry Classification System (NAICS) code. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources. Project Title: Ergonomics Consultative Services Project Description: The purpose of this project is to assist the Food and Drug Administration's (FDA) Agency Safety Coordination Team (ASCT) to facilitate a safe and healthy work environment for FDA employees. The contractor will be required to provide a wide range of ergonomic services for staff located primarily in Montgomery and Prince Georges Counties in Maryland. Examples of required services include: providing assistance in employee computing work station selection, materials handling, laboratory, vivarium, support space ergonomic consultations, and making recommendations after conducting Level I (Mini), Level II (Protective) and Level III (Post-Injury) ergonomic evaluations on FDA employees. In addition, the contractor will be required to provide the FDA with ergonomics subject matter experts to provide staff in-service presentations; participate at Employee Health Fairs or similar events held periodically; provide consultation regarding the selection of furniture and equipment, as needed; and provide staffing for an ergonomics demonstration laboratory. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 15 pages (font size Times New Roman 11 or larger). A copy of the company capability statement will also be accepted (but not in place of the responses to the below questions). The anticipated period of performance is a 12-month base period, plus four 12-month option periods. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in the Federal Business Opportunities, or GSA Schedule procedures may be used, if appropriate. Responses to this notice must include company name, address, point of contact, size of business pursuant to the NAICS code, and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUBZone firm? 5. Are you considered woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran-Owned or Veteran-Owned business? 7. Does your company provide these services via GSA Schedule? 8. Describe how your firm has received contracts/orders for ergonomic consultations, scheduled the appointment with the subject employee, and the ergonomic elements covered during the consultation. 9. Describe the varieties or nature of work your firm has provided ergonomic services for, such as materials handling, computing, industrial, health care, etc. 10. Describe the automation your firm will use to manage, store, and convey information regarding the orders received; the recommendations made; and actions taken. 11. Describe the extent of detail in invoices for services your firm has used. 12. Describe the background, education, experience and individual expertise your firm brings to assure professional ergonomic consultation services. 13. Describe your firm's ability to apply health, safety, occupational health standards, laws, regulations, and practices to federal government operations. 14. Describe public speaking experience your firm possesses, including meeting/event/conference titles and dates. 15. Describe your firm's experience with analyzing ergonomic information, forming reasonable conclusions, and formulating substantive recommendations. 16. Describe the volume, in hours, of one-hour ergonomic consultations services your firm can support in a typical work week. This is not a request for proposals and in no way obligates the Government to award any contract.
