Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Amendment 0001: Industry representatives who wish to attend the PB-EOS Industry Day are required to send a confirmation email to matthew.thurner@navy.mil by November 9th, 2012 with the following information: 1) Company Name 2) Names of individuals attending Individuals that have not submitted the information in advance will be required to present identification at the door. Please note that electronic devices (including but not limited to: cameras, tape recorders, digital recorders, etc) are not allowed during the brief on Thursday. PB-EOS Industry Day is scheduled November 14, 2012 (Wednesday): 0900 - 0930: Government Brief to Industry regarding the solicitation and any currently expected performance specification updates and proposed RFP schedule, 0930 - 1500: Selected Industry Briefs to Government, 1500 - 1600: Consolidated question responses that are relevant to all offerors ƒ Conference Notes: 1) Industry briefs to Government are chosen based upon analysis of white papers submitted against this PB-EOS RFI. 2) All Industry representatives are highly encouraged to bring technical teams and questions regarding the Draft Performance Specification or any questions related to the PB-EOS solicitation. 3) Dress code for all days is Business Casual. 4) All discussions and information presented shall be UNCLASSIFIED. 5) Industry representatives that have been selected to present may only be present during their own brief. The audience during each Industry brief will be strictly limited to Government Representatives and Government Contractors. 6) All attendees must sign a Non-Disclosure Agreement. 7) Industry representatives that have NOT been selected to present will NOT be present during any briefs. However, all Industry representatives and other interested parties are encouraged to attend morning and afternoon government briefs. 8) The PB-EOS industry day will be held in Portsmouth, VA at the USCG C3CEN. 9) Selected presentations shall be limited to no more than 30 minutes; additional time will be allotted for questions and answers. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. White papers may be submitted any time prior to expiration of this announcement. Please refer to announcement number N00164-12-S-NB21 in all correspondence and communications MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Crane Division, Naval Surface Warfare Center (NSWC Crane) is seeking information for market research purposes relative to the Patrol Boat Electro Optics System (PB-EOS) to be used on United States Coast Guard (USCG) Cutters and US Navy Maritime Platforms. The systems primary mission is to augment existing optical and radar sensors. Ancillary uses of the system will include enhancing the following: low-visibility and night navigation; maritime interception; coastal observation and surveillance; insertion and extraction operations; visit, board, search, and seizure operations; search and rescue; identification friend or foe; real-time situational awareness and threat warning; reconnaissance and surveillance; and mapping navigational hazards. The attached PB-EOS specification should be used as a guide to formulate your response and solutions that will be realized by Spring 2013 and/or provide a white paper not to exceed 20 pages that describes proposed solutions. The responders should review the table describing the current target sets and provide their best range performance tables (MWIR, color) based on the targets described using the latest EO/IR camera technology based on narrow to wide field of view (~0.5-30 degrees). This request for information in no way implies either implicitly or explicitly that responders will be compensated in any way by the Government for information or materials provided. All information provided becomes Government property and will not be returned. All proprietary or classified information will be treated appropriately.
