- Pre-Solicitation Notice Replace Wing 1A Windows - 2013 Project: 437-13-106 Work shall include, but shall not be limited to providing all labor, materials, equipment, etc. necessary to completely prepare the site for Fargo VA Health Care System project 437-13-106, Replace Wing 1A Windows - 2013 in accordance with this Scope of Work, the contract documents, all applicable federal, state and local codes and NFPA. The design shall account for phasing of work so that the VA is never at a loss for any utility service. Construction work shall include, but shall not be limited to providing all labor, materials, equipment, etc necessary to complete Fargo VA Health Care System project 437-13-106, Replace Wing 1A Windows - 2013 in accordance with the contract documents. Work shall include the removal of existing windows indicated on the contract drawings in Wing 1A of the Fargo VA Medical Center, the installation of new windows manufactured by St. Cloud Window to match the other existing windows install in similar locations at the Medical Center. Work shall involve any necessary removal of finishes, masonry, clay tile, steel studs, gypsum board, etc necessary to completely remove the windows. All required repairs shall be made and finishes patched back to match existing after the new windows are installed. Rooms may only be turned over to the Contractor 1 or 2 at a time depending upon VA space issues for relocating staff or more rooms may be turned over if the VA has space to relocate more staff for the duration of the construction activities. Under no circumstances shall the exit pathways to or from the building be blocked since the exits are required for emergency egress. All work shall be in compliance with all applicable NFPA, NEC, Life Safety Code, UFAS, OSHA and other pertinent code requirements. The Contractor shall have 270 calendar days from the date of receipt of the notice to proceed to complete the project. Contractor shall develop and submit a detailed schedule for all phases of the project for approval by the Contracting Officer Representative (COR). Work should be phased so that it minimizes the impact to the VA. The estimated magnitude of the construction project is between $25,000 and $100,000. Electronic solicitation documents will be made available in electronic format only through the Federal Business Opportunities website at: http://www.fedbizopps.gov. It is recommended that contractors complete the solicitation mailing list on the website before downloading the solicitation. This procurement is 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Prospective contractors must be registered and current in the VetBiz Registry website prior to submitting a bid: http://www.vip.vetbiz.gov. Prospective contractors must be registered and current in SAM and ORCA prior to award: https://www.sam.gov; and https://orca.bpn.gov. Bids will only be accepted from responsible and responsive contractors. The contractor must be a firm approved under NAICS code 236220 with a size standard of $33.5 million. Proof of bonding will be required at the submission of bids. The VA anticipates making the plans and specifications available for download from the FedBizOpps website at https://www.fbo.gov/ on or around 9 November, 2012. Amendments to this solicitation will be posted at the FedBizOpps website as well. Bidders are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of bid closing.
