Description
This is a Sources Sought Notice only, to be used for preliminary planning. No proposals are being solicited, requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The VA Eastern Colorado Health Care System (VAECHCS) has a requirement for multiple contractors to provide Assisted Living Residence Residential Treatment Facility(s) (ALR/RTF). Such facilities are being sought for male and female mentally ill patients upon discharge and shall be within twenty-five (25) miles of the Denver VA Medical Center, 1055 Clermont Street, Denver, CO 80220. A.Residential care for patients would be up to 14 days and must include room, meals, a degree of supervision and includes the provision of social rehabilitative as well as mental health-related services with support and guidance toward the goal of psychiatric stability. Contracts for treatment services are authorized in accordance with 45 CFR 160 - 164 and may be awarded ONLY after the quality and effectiveness, including adequate protection for the safety of the residents, of the Contractor's program, has been determined and then only to the Contractors determined to meet the following requirements. Meet fire safety requirements as follows: 1) The building must meet the requirements of the applicable occupancy chapters (1-7, 22-23 and 31) and Appendix A of the National Fire Protection's (NFPA 101) Life Safety Code (1994 or most recent edition). 2) The facility must have a current occupancy permit issued by the local and state governments having jurisdiction where the facility is located. 3) There must be, at a minimum, one staff member on duty 24 hours per day, 7 days per week. 4) The facility must be in compliance existing standards of State safety codes and local and/or state health sanitation codes. 5) Be licensed under the state or local authority 6) Where applicable, be accredited by the state. 7) Comply with the requirements of the "Confidentiality of Alcohol and Drug Abuse patient Records" (42 CFR Part II) and the Confidentiality of Certain Medical Records (38 USC 7332 and 45 CFR 160-164) and HIPPA - 1996 (Public Law 104-91). B.Services to be provided include, but not limited to: 1) Staff sufficient in numbers and position qualifications to carry out the policies, responsibilities and programs of the facility. 2) A supervised drug and alcohol free environment. 3) Provisions of mental health individual and/or group treatment and case management to patients while in residence. 4) Medication monitoring and administration by Colorado Qualified Medication Administration Persons (QMAP) or similarly qualified Nursing Staff. 5) Nutritionally adequate and acceptable meals and snacks and dining rooms. 6) Laundry facilities for patients to do their own laundry. 7) Structured activities, including physical activities. 8) Health and personal hygiene maintenance. 9) Opportunities for the development of skills for responsible independent living. 10) Opportunities for learning and internalizing knowledge of mental illness and the recovery process, as well as upgrading social skills and improving personal relationships. 11) Unscheduled urine testing for drugs.
