Description
NASA/JSC has a requirement for aerodynamic and aerothermodynamic ground testing and data analysis.This effort consists of planning and conducting experiments to simulate vehicles in flight and to understand the environments imposed on flight vehicles. NASA/JSC intends to purchase this service from Calspan University of Buffalo Research Center (CUBRC). CUBRC possesses several capabilities that make it unique from other wind tunnel testing facilities. These capabilities include (1) the ability to instrument test models with very small and densely spaced instrumentation to measure heat transfer rates, (2) the ability to test at enthalpy levels most representative for a ground test facility, (3) the ability to test at free stream Mach numbers up to Mach 30, (4) the ability to test very large model sizes with adequate test duration to allow for flow establishment around the model. Other testing facilities have one or more of the unique capabilities listed above, however, the CUBRC facilities are unique in that they possess all of the required capabilities. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 8th, 2012.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
