- The 410th Contracting Support Brigade has a requirement for upgrades, repair, and maintenance of two buildings at Fort Sherman, Colón, Panama. The contractor shall provide all labor, material, quality control, supervision, transportation, tools and equipment and any other items necessary to accomplish the project and all contract requirements. This project consists of the repair and improvement of open bay barracks and bathrooms at Fort Sherman's buildings 206 and 208. It also involves site preparation near these buildings at Fort Sherman, and as alternate items, near schools at Palmas Bellas and Escobal. The renovation work will include plumbing, electrical, and minor cosmetic repair; repair of lighting and receptacles, ceiling fans, insect screens, and painting in the proposed sleeping areas and proposed Tactical Operations Center (TOC) and Recreation (MWR) building; and construction of a gravel pad for the Water Purification Unit (ROWPU). Place of performance: - Centro de Educación Primer Ciclo Anastasia Mitre, Provincia de Colón, Distrito de Chagres, Corregimiento de Palmas Bellas. LAT/LONG N 09o 13' 51.2" and W 80o 05' 17.9" - Centro de Educación Básico General Adelaida Herrera, Provincia de Colón, Distrito de Colón, Corregimiento de Escobal. LAT/LONG N 09o 8' 53.7" and W 079o 58' 3.59." Contract Information: The award will be based on Lowest Priced, Technically Acceptable Offer (LPTA) best value acquisition which will be cited in the solicitation. The period of performance of this contract is based on 90 calendar days from the date of the Notice to Proceed (NTP). The resulting contract type shall be firm fixed price. The estimated construction cost for this project is between $250,000 and $500,000 dollars. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 15 November 2012. Site Visit: An organized site visit is scheduled for 27 November 2012 at the places of performance noted above. More instructions to follow in the solicitation. SAM/FBO Registration: Potential Offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to the upcoming solicitation. All contractors MUST be registered in the new System for Award Management (SAM) formerly Central Contractor Registration (CCR) database or their proposal will not be considered. Contractors can obtain further information on the SAM at web site https://www.sam.gov/portal/public/SAM/. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Availability of Funds: Funds are not presently available for this project. The Governments obligation under this contract is contingent upon availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Panama, the Offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
