Description
This is not a solicitation announcement. This announcement is to conduct a Project Labor Agreement (PLA) inquiry only. Part of the current acquisition process requires market research on project labor agreements (PLA) for procurements greater than $25,000,000. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of PLA ™s for Federal Construction Projects (February 6, 2009). Utilize the attached PLA Inquiry Form to provide your responses. The general scope of this requirement is a Firm-Fixed Price Design-Build Construction contract for the design and construction to repair the HVAC and ductwork systems (Phases 2 and 3) while maintaining effective ongoing operation of the main hospital building. The scope of work will include repairs to the central air handling systems, chilled and heating hot water piping, ductwork, and the control systems. The repairs will restore and modernize the HVAC systems to meet all applicable Unified Facilities Criteria (UFC) codes and all applicable industry standards for hospital HVAC systems. The project will be located at Naval Medical Center, San Diego, CA, with an estimated cost of $65 million for phases 2 and 3. You may also email your response to larry.romig@navy.mil. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. NAVFAC SW will utilize the information for technical and acquisition planning.
