- Request for Quote (RFQ) SF-18 and Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number RFQ-301-5430-050-00061 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-35. This procurement is a total small business set aside. The NAICS code applicable to this procurement is 339999 with a small business size standard of fewer than 500 employees. USDA ARS-CGAHR-ABADRU has a requirement for one (1) ea insect rearing racks per the attached specifications. One (1) each will be delivered to 1515 College Ave., Manhattan, KS 665002. Delivery will be FOB Destination to Manhattan, Kansas. Shipping charges should be included in your total price. The provision at 52.212-1, Instruction to Offerors - Commercial, applies to this acquisition. NOTE: Since this is a combined synopsis/solicitation and no written solicitation will be issued, please disregard references to the SF 1449 in this provision; other instructions still apply. Contractors are to be registered in the System for Award Management, www.sam.gov in an active status prior to award. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Payment will be made with the Government Purchase Card (VISA) upon receipt, inspection and when installation has been completed. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following FAR clauses cited in 52.212-5, which are to be indicated by the contracting officer as incorporated by reference, are applicable to this acquisition: 52.219-6; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.222-50; 52.225-3; 52.232-34. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with its response. Responses [pricing, descriptive literature and copy of standard commercial warranty) are due by 13:00 PM CST, November 09, 2012 at USDA Agricultural Research Service, Center for Grain and Animal Health, 1515 College Ave., Manhattan, Kansas 66502.
