- Sole Source J&A Sole Source Synopsis: USPFO of Colorado intends to award a sole source contract to Bridgestone Winter Driving School. The award will be made for training services listed below. This procurement is being made pursuant to 10 U.S.C. 2304(c) 1 and FAR Part 6.302-1, for other than full and open competition; only one responsible source and no other supplies or services will satisfy agency requirements. The Bridgestone Winter Driving School has unique capabilities and resources to meet the 8th Civil Support Team (CST), Colorado National Guard (CONG) requirement to meet mission execution during inclement weather. The Bridgestone Winter Driving School is the only known provider for the services listed below within a reasonable travel period. It is essential that the 8th CST remain available to respond to a state or national emergency during this training period. There are no other known sources that can provide all the training services that are unique to this requirement in a reasonable distance from the Denver, CO area. All interested sources must respond not later than 14 November 2012, 1700 hours MST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Description of Requirements and Training Services - Student/Instructor ratio: 6/1 Classroom, 2/1 in vehicle - Two to three day course length - Maximum student capacity, 24 - Winter Safety Concepts - Winter Breaking (low and no-traction) - Skid identification/reaction/control - Vehicle systems that aid in winter driving/tire selection - Accident avoidance - Control in turns/weight transfer - Drive train unique braking - Advanced weight transfer enabled control techniques - All of the above must be taught in classroom and exercised in actual vehicle operations (i.e. on a driving track) For any Additional Details please contact Paul Grieder at paul.grieder@us.army.mil or 720-847-8002.
