- Description
- Space and Naval Warfare Systems Center, San Diego (SSC PACIFIC), Code 22410, on 28 September 2012, awarded a Firm Fixed Price (FFP) contract to Kontron America, Incorporated. Authority for other than full and open competition is 10 U.S.C. 2304(c)(2) and FAR 6.302-2, Unusual and Compelling Urgency. The number of sources was limited to the only contractor (Kontron) that could meet the required delivery schedule of 28 weeks. This requirement is for the procurement of five (5) Navy Extremely High Frequency Satellite Communications Program (NESP) Time Division Multiple Access Interface Processor (TIP) Versa Modular Eurocard Chassis (VMEC), part number (P/N) FS 9718. The VMEC consists of Compact Disk/Digital Video Disk Rewritable (CD/DVD-RW) unit and a floppy drive. The VMEC, ruggedized, forced air-cooled chassis. The VMEC is equipped with a low noise 800 watt power supply and three (3) backplanes supporting a 40 Mb/sec VME bus that supports up to 18 typical VME (6U x 160mm) CCAs compliant with IEEE1014. The first backplane has six (6) slots, the second backplane has seven (7) slots, and the third backplane has five (5) slots. The VMEC is designed to use slide mounts and can be mounted in a standard 19-inch equipment cabinet. The VMEC utilizes 115 Volts Alternating Current (Vac), 60 Hertz (Hz), single phase electrical MIL- STD-1399 section 300, type I power, as received through the UPS. The chassis is cooled using three (3) front panel fans and three (3) chassis fans, located on the bottom of the VMEC card cage, that draw air in from the front of the unit and exhaust air through the rear of the unit. An air intake filter is located in the front panel. The original chassis was fielded on US Navy platforms under C- 12509C/USC-39(V) nomenclature. Procurement of this equipment from another source would require the time involved for the source to conduct research, design, and manufacturing of the assemblies; well beyond the manufacturing lead time of 28 weeks of the current source.
