Description
The Transportation Security Administration (TSA) intends to contract using other than full and open competition for the following existing contract requirement: In order to accomplish TSA's mission it is imperative that its employees and guests be provided a safe and secure environment in which to work. Therefore, it is essential that TSA's facilities be secured and protected. The Office of Security, Physical Security Division will accomplish this by contracting with a private security company to provide a safe and secure work environment for all employees and guests at TSA facilities in accordance with the minimum standards required for Government Contracted Security Guards developed by The Federal Protective Service (FPS), an agency of the Department of Homeland Security. In order to meet this need, TSA requires highly qualified, highly skilled security personnel to work in and around the TSA facilities in order to provide a deterrent against unauthorized, illegal, and potentially life-threatening activities directed toward TSA facilities, property, information, employees, and visitors. Omniplex World Services is the only viable source that can provide continuity of services for an effective and efficient transition to the next contract as it is not feasible to compete the requirement for services required for this short period of time. Omniplex World Services has been the prime contractor since December 16, 2008. Their extensive security knowledge and familiarity with the requirement makes them the only practical contractor for this transition period. Additionally, the required TSA background (Entrance On Duty) determination could not be completed in time for another vendor to begin performance of this work. From a business perspective, the proposed 6 month extension on HSTS03-08-C-SEC088 can occur without start-up and transition costs that would be associated with bringing another contractor on board as no vendor has the resources, knowledge, and ability to perform this work immediately without passing along signification costs to the Government. To prevent a lapse in this mission critical service, the government intends to modify the current contract number HSTS03-08-C-SEC088 to allow for an extension of services. This current contract ends November 9, 2012 and the two (2) three month bridge extensions would have a period of performance of November 10, 2012 and run thru May 9, 2013. It is the government's intent to modify the existing contract to extend the period of performance for an initial period of three months with a 3 month option periods to be utilized if needed. The extension will be performed under the same terms and conditions as the existing contract. The modification will be executed consistent with the basis of the authority provided in the contract terms and conditions under FAR 52.217-8 Option to Extend Services Accordingly, the TSA intends to modify Contract number HSTS03-08-C-SEC088 with Omniplex World Services, 14151 PARK MEADOW DR, SUITE 300 CHANTILLY VA 20151 for an extension of current services on a sole source basis. This contract modification will address the requirements of the TSA Personnel Security's Guard Services Support Requirement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 52.217-8. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed extension based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested vendors who may wish to seek subcontracting opportunities should contact the above vendor directly. This notice of intent/synopsis is being issued for information purposes only and it is not a request for competitive proposals. Solicitation documents are not available and telephone inquiries will not be accepted. Written challenges may be directed to Marlene Kratz via email at marlene.kratz@tsa.dhs.gov. If no responsive challenges are received by 11/06/2012, the contract modification will be executed with Omniplex World Services without further notice.
