- Sources Sought Details SYNOPSIS The Naval Air Systems Command (NAVAIR) Contracts Department (AIR 2.4.2.2), Patuxent River, Maryland is seeking information to identify potential sources to furnish a gunner's seating system and a troop seating system replacement for installation and use in the MH-60S aircraft. The Government envisions a single contract solution for Non-Developmental Items and intends on procuring the requirement on a competitive basis. The Government may allow for development of integration kits where required for installation of the required seating systems. The results of this Sources Sought synopsis will be utilized to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. THIS IS NOT A REQUEST FOR PROPOSALS. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND Fielded MH-60S troop seats were only designed and tested for the narrow anthropometric range of a 50% male. Operational Testing deficiencies established the need to improve the MH-60S seating systems. These deficiencies comprised lack of space in the gunner's position, inability to assume crash positions and egress, personnel fatigue, poor material reliability and excessive corrosion. REQUIRED CAPABILITIES The Government requires seating system designs that will employ technologies to increase multi-mission effectiveness; improve reliability, maintainability, and availability (RM&A); and enhance crashworthiness and survivability. The required seating systems may leverage off existing systems to reduce manpower, training, and logistics requirements. Additionally, the program objective is to ensure that the seating systems be installed without modifications to the airframe, but may be installed utilizing installation kits. 1. Non-Developmental Item. The MH-60S gunner and troop seating shall be non-developmental items to the maximum extent possible. Respondents shall identify the Technology Readiness Level of their proposed capability. 2. Crashworthy Protection. The seating systems shall provide crashworthy protection up to and including 20G longitudinal, 20G vertical, and 20G lateral for troop anthropometric range fifth percentile male through ninety-fifth percentile male while wearing current MH-60S aircrew combat gear. 3. Troop restraint. The seating systems shall retain the occupant for troop anthropometric range from fifth percentile male through ninety-fifth percentile male and provide load distribution in the most likely impact areas. 4. Accessibility. The seats shall provide a configuration that allows all mission essential equipment to be accessible and secure while providing the required seating for all crew members. 5. Ergonomics. The seating systems shall improve the ergonomics of the troop seats to accommodate MH-60S aircrew in current combat gear and the troop anthropometric range from the fifth percentile male through ninety-fifth percentile male. 6. Reliability and Availability. The seating systems shall provide a system reliability of 0.90 and an availability of 0.90. 7. Modularity and Flexibility. The seating systems shall maintain or increase current MH-60S seat modularity and configuration flexibility while maintaining current or greater maximum seating capacity. 8. Elapsed Maintenance Time (EMT). The installation and removal time for the seating systems shall be equal to or less than 15 minutes for all seats. The installation and removal time for a single troop or gunner's seat shall be equal to or less than 2 minutes. 9. Mission Capability. The installation and removal of the seating systems shall not impact the concept of operations for all current MH-60S mission areas as delineated within the document available at the following link: http://www.dote.osd.mil/pub/reports/FY2011/pdf/navy/2011mh-60s.pdf. 10. Weight Restrictions. The gross weight of the fully installed troop seat system and gunner seat system shall be less than or equal to 328 pounds. 11. Using both legacy and new seats. The seating systems shall allow for interchangeability with the current troop seat system by entire row or within rows by individual seat. The applicable Product Service Code (PSC) is 1520. Interested businesses should submit a brief capabilities statement package (no more than 10, 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating capability to deliver the requirements listed in this Sources Sought. Documentation should be in bullet format, and should clearly explain why and/or how you are capable of meeting the requirements 1-11 above. All responses shall include Company Name, Company Address, Company Business Size under NAICS code 336360, and Points-of-Contact (POC) including name, phone number, fax number, and email address. In addition, include whether you intend to pursue the opportunity as a prime contractor or a subcontractor, whether any joint venture or teaming arrangements will be used (provide as much detail as possible at this time), and whether you are a manufacturer or nonmanufacturer (per FAR 19.102(f)). If you are a manufacturer, teaming or subcontracting with a large business, provide information on your planned compliance with FAR clause 52.219-14 Limitations on Subcontracting. One hard copy and two soft copy CD-ROM responses shall be received at this office no later than 12:00 p.m. Eastern Time on 16 November 2012 and reference this synopsis number on both the mailing envelope as well as on all enclosed documents.
