Description
I. Introduction This sources sought notice is for information and planning purposes only and shall not be construed as an obligation on the part of Washington Headquarters Services (WHS). In order to proactively plan for future requirements, WHS is conducting market research to locate qualified, experienced and interested service-disabled veteran-owned small businesses (SDVOSBs) to provide scientific and other technical management consulting. Responses are not considered as proposals, nor will an award be issued in response to this sources sought announcement. II. Background Based on past requirements, Washington Headquarters Services, Acquisition Directorate (WHS/AD) expects to receive requests for scientific and other technical management consulting services from the Office of the Assistant Secretary of Defense (ASD) for Research & Engineering (ASD/R&E) and other Department of Defense organizations. III. Purpose The purpose of this announcement is to determine if there are interested and qualified SDVOSBs available to provide Systems Engineering and Technical Assistance (SETA) support or Advisory & Assistance Services (A&AS) to the ASD/R&E. The majority of the support will be on-site at the Pentagon and the Mark Center, with local off-site support in the National Capital Region. Future tasks may require contractor employees to provide advice, expert opinions, alternatives, analyses, evaluations, recommendations, and training to complement the Government's technical expertise. Contractor employees are typically expected to interface with senior officials in DoD and the Executive Branch, Members of Congress, program managers, university officials, and the public. An example of a potential Task Order may include a technical support team with the expertise to provide highly specialized scientific, engineering and technical services, financial, administrative, and programmatic support, analysis of current and planned projects for R&E and other WHS/AD customers. IV. Instructions Interested SDVOSBs that have the capabilities necessary to perform the stated requirements may submit capability statements via email to Lynette Thibodeaux at lynette.thibodeaux.ctr@whs.mil. Teaming Arrangements: While teaming arrangements are encouraged, all responses that involve teaming arrangements shall include the requested information for each entity on the proposed team. Responses must be submitted no later than 2 PM (EST) on November 15, 2012. Responses must be in a MS Word or Word compatible document and shall be limited to 10 pages (including capability statement, a Cover Page, and Table of Contents). 1. Please provide the following business information on the Cover Page: a. DUNS Number. b. Company Name. c. Company Address. d. Company Point of Contact, phone number and email address. e. Type and size of company under NAICS 541690, Scientific and Other Technical Consulting Services. f. SDVOSB/VOSB verified status and date of cerification. g. Corporate Structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, etc.). h. List of active GSA Schedules appropriate to this Sources Sought, the type of schedule, and the contract end date. i. List of active Government Wide Agency Contracts (GWACs) and the contract end date. j. Number of employees. 2. Provide examples of up to three programs of similar SETA or A&AS services for the DoD or one of the military services that you have worked with in the last three years. The contract must have at least one year of performance by the time of the submission date. (Write up not to exceed 0.5 pages each.) Include the contract number, the Point of Contact, phone number and email address of Government individuals who can verify the demonstrated capabilities identified in the responses. 3. Provide up to three examples of rapid efforts requiring 10 or more employees. (Write up not to exceed 0.5 pages each.) 4. Provide up to three examples of efforts that began within 7 days of engagement. (Write up not to exceed 0.5 pages each.) 5. Identify your company's facility clearance and the number of personnel with secret and top secret clearances and what government agency granted the clearances. 6. Identify the degree breakdown by degree types and subjects for your company personnel. 7. Identify how long on average it would take to attend a meeting at the Pentagon or the Mark Center from your local office. 8. Identify the science and technology areas your firm has supported or specialized in over the past three years. Report the percentages of annual work volume associated with each area identified. 9. The following are a list of the areas that are most important to the client: a. System Engineering b. Development of Test and Engineering c. Battlefield Forensics. d. Cutting edge research areas of interest to DoD, V. Conclusion WHS/AD appreciates your assistance with this market research and emphasizes that this is for planning purposes only. This is not an invitation for bid, request for proposal, or other solicitation and in no way obligates WHS/AD to award a contract. The sole intent of this Sources Sought Notice is to obtain capabilities for procurement planning purposes. Acknowledgments of receipt, nor will telephone inquiries be honored. No payment will be made for responses. Respondents should clearly mark any proprietary information submitted in response to this RFI. Since WHS/AD anticipates a large response to this request, we will not be holding telephonic discussions, presentations or meetings.
