Description
PRE-PROPOSAL CONFERENCE HAS BEEN CANCELLED UNTIL FURTHER NOTICE. On or about October 31, 2012, the Department of Labor, Employment and Training Administration (DOL ETA) anticipates issuing a request for proposal (RFP) for the operation for the Montgomery Job Corps Center. Job Corps is a national residential and non-residential training and employment program administered by the United States Department of Labor to address multiple barriers to employment faced by disadvantaged youth, ages 16-24 years, throughout the United States. This is a 100% Small Business Set-Aside. It is anticipated that the resultant contract will be a cost reimbursement, plus incentive fee type contract. The contract will have a 2-year base period, plus three (3) governmental unilateral renewal options for one (1) year each. A pre-proposal conference and site visit is scheduled November 8, 2012, at 10:00 a.m. at the Montgomery Job Corps Center. The Center is located at 1145 Air Base Boulevard, Montgomery, Alabama 36108. All questions prior to and at the pre-proposal conference shall be submitted in writing via email to: Charmaine Scruggs-Robinson, Contract Specialist at scruggs-robinson.c@dol.gov and Carol Andry, Contracting Officer at andry.carol@dol.gov. The successful contractor shall operate the aforementioned Job Corps Center which includes provisions for academic, career technical training, social skills, career preparation, career development training, and the following related support services health and wellness services, processing of student records, a discipline system, clothing issuances, and student mail and legal services. The contractor shall also provide overall center management and administration as follows: contract and personnel management, staff training, financial management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities shall comply with applicable DOL/Job Corps regulations, policies, and handbooks. The average student capacity for the Montgomery Job Corps Center is 322 youth of which 264 are residential (132 male and 132 females) and 58 non-residential (15 male and 43 female).
