- Reference Number NRL-13-KC01, is a request for information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of NRL to acquire any product or services. NRL does not intend to award a contract based on this RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the NRL to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Important Dates All responses shall be received on or before 9 November 2012, 2:00 p.m., Eastern daylight time (EDT). Objective The NRL Tactical Electronic Warfare Division (TEWD) is responsible for research and development in support of the Navy's tactical electronic warfare requirements and missions. These include electronic warfare support measures, electronic countermeasures, and supporting counter-countermeasures, as well as studies, analyses, and simulations for determining and improving the performance of Electronic Warfare Systems. TEWD is requesting sources that can perform upgrades to an Off-board Test Platform (OTP). The OTP is a Fluidyne low turbulence wind tunnel with a 600hp drive motor and a 4-foot test section. The upgrades include but are not limited to: Replacement of the motor drive electronics; Main Fan Refurbishment and Tunnel Shell Maintenance. NRL has desired upgrades which include but are not limited to: Integrated data acquisition and tunnel controls; Pressure Measurement System; Flow Visualization/Smoke System and LDV or hot-wire anemometry. NRL desires that a single vendor complete the required tasks, and as many of the desired tasks as possible; subcontracting for specific commercial items is acceptable. A site visit to inspect the facility will be held after the Request for Proposal is issued. Location Naval Research Laboratory, 4555 Overlook Ave, SW Washington, DC CONTRACTOR RESPONSE FORMAT The NRL asks that interested parties, at a minimum, supply the following information: •a) Name of Company and Point of Contact (POC) •b) Telephone Number, Fax Number, Address and e-mail address of POC •c) Business Size and number of employees •d) Type of Set Aside (if applicable) •e) Capabilities statement and relevant experience in the area of work listed in the sources sought •f) Proposed NAICS code •g) Proposed PSC code •h) Please specific if subcontracting possibilities exist and/or if all tasks can be performed by a single vendor •i) Please provide in the response a list of Navy, DoD or Federal contracts supported during the past 36 months with a brief description of the supply or service provided for the same or similar type work. Pricing and Schedule Information NRL is requesting interested contractors provide a Rough Order of Magnitude (ROM) estimate of costs. Assumptions Please provide a list of assumptions, if any, which were considered in formulating the response.
