Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch plans to procure on a sole source basis services from Affymetrix Inc., 3420 Central Expressway, Santa Clara, CA 95051 for a maintenance and service agreement for an Affymetrix Gene Chip Instrument System. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 811219 the business size standard is $19.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award with four (4) option periods of twelve (12) months. It has been determined that there is no opportunity to acquire green products or services under this contract. The Genetics Branch of the Center for Cancer Research at the National Cancer Institute is engaged in the study of cancer genetics. Affymetrix Gene Chip array analysis is an integral technique to the function of the Genetics Branch. By using SNP genotyping microarrays to analyze copy number alteration and loss of heterozygosity and RNA expression chips to analyze gene expression alterations, Genetics Branch staff are able to investigate the role that specific genes or groups of genes play to influence carcinogenesis and cancer progression in tumor and cancer cell line samples. The Genetics Branch requires a maintenance agreement for the Affymetrix Gene Chip Instrument System. Contractor shall provide: 1) unlimited priority on-site repairs which will include all labor, material and equipment for the government-owned Affymetrix Gene Chip Instrument System (s/n 74900223); 2) unlimited access to telephone technical support; 3) one pre-scheduled on-site preventative maintenance and diagnostic servicing; 4) all updates of proprietary software during the coverage period; 5) all required replacement parts at no additional cost to the government, with the exception of consumables. All maintenance services shall be performed in accordance with the manufacturer's standard maintenance practices by a qualified factory-trained service representative with a minimum of three years experience servicing the Affymetrix Gene Chip System. Affymetrix is the only known source capable of fulfilling the service contract on these instrument systems. The Affymetrix Gene Chip Instrument System requires preventative and service maintenance by qualified Gene Chip service engineers. Only Affymetrix certified service engineers who are employees of the company and are trained in all aspects of service to Gene Chips are authorized to service the instrument. The warranty on the camera and all the parts is only guaranteed if the instrument is serviced by Affymetrix engineers. Additionally, Affymetrix holds multiple patents on this instrument and it is the sole source for all replacement parts and accessories needed for service. The parts of the instrument require special handling and this handling needs approval of Affymetrix to obtain warranty replacements. Also, Affymetrix is constantly upgrading this System with newer versions of software and hardware. The proprietary Affymetrix Software which controls the instrument is constantly being upgraded and only qualified Affymetrix service engineers can perform these upgrades. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on November 15, 2012. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
