- Construction of a Heavy Duty Vehicle Test Cell at the US EPA National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, MI facility. The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), National Vehicle and Fuel Emissions Laboratory (NVFEL), located at 2565 Plymouth Road, Ann Arbor, MI, has a requirement to construct an approximately 10,000 square-foot, one-story building addition to provide a chassis test cell to accommodate large Class 8 vehicles. The test cell will include a dynamometer pit with the capability to support future 4-wheel drive hybrid technology, space to soak an additional large vehicle, a road speed simulation fan, and other typical test cell features such as a control room and process/test equipment installations. The work will consist of minor building demolition/alternation; underground utility connections; site work and paving; concrete and structural steel construction; architectural building component installation; mechanical, electrical and plumbing work; and miscellaneous and specialized equipment i nstallation. The applicable NAICS code is 236220, Commercial and Institutional Building Construction, the size standard is $33.5M. A Firm-Fixed-Price contract will be awarded. The estimated construction contract price is under $6 million. Contract award will be made using best value methodology. In addition to price, the Government?s evaluation of proposals is expected to include assessment of each offeror?s management approach, past performance record on similar projects, and qualifications and availability of proposed key personnel. All non-price evaluation factors, when combined, are approximately equal in importance to price. This acquisition is being conducted as a competitive 8(a) set-aside in accordance with Section 8(a) of the Small Business Act and FAR Subpart 19.8. Competition is limited to 8(a) concerns that are serviced by the Michigan District Office of the U.S. Small Business Administration. All prospective offerors are required to be registered in the System for Award Management (SAM) system in order to be eligible for contract award.
