- THIS ANNOUNCEMENT CONSTITUTES A SOURCES SOUGHT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A REQUEST FOR QUOTE (RFQ) OR A REQUEST FOR PROPOSAL (RFP). THIS ANNOUNCEMENT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT, IMPLIED OR OTHERWISE, TO ISSUE A SOLICITATION OR AWARD A CONTRACT. Naval Surface Warfare Center Panama City Division (NSWC PCD) is hereby conducting a market survey of all potential sources for research, design, development, fabrication, test, and modeling & simulation of a prototype high area coverage rate, helicopter mounted system that detects underwater contact mines and is able to discriminate them from turtles, seaweed, and other biologic objects of similar size and shape as maritime mines within seconds of initial acquisition. This market survey in no way binds the Government to offer contracts to responding companies. If a solicitation was to be advertised and a contract awarded, the initial contract may be performed in accordance with a high level performance specification. After analysis demonstrates the viability of a concept, an additional contract may be awarded that would develop and test a prototype. After demonstration of the prototype, a contract for an engineering change to, or replacement of, an existing acquisition system would be contemplated. Potential sources should be able to demonstrate capability to support advancing technology for the airborne detection of maritime mines from Technology Readiness Level (TRL) 4 through TRL 6 with a demonstration of a system prototype in a relevant environment (Technology Readiness Assessment (TRA) Guidance Publication, April 2011 http://www.acq.osd.mil/chieftechnologist/publications/docs/TRA2011.pdf). Responses to this Request For Information (RFI) should include supporting materials that provides a demonstration of your company ™s capabilities and experience. The following information is requested: 1. A presentation of your organization ™s relevant knowledge, skills, and abilities. 2. An understanding of the major scientific challenges and tradeoffs to the problem. 3. Past performance on projects of a similar technology, domain, and/or scope. NSWC PCD requests your responses by 4 p.m. (CST), on 31 January, 2013. Information should be e-mailed to Thomas.fanning@navy.mil and labeled with the announcement number and title. In addition, responses shall also include all pertinent company information, including business size. There is no page limit, although a summary limited to no more than 3 pages is required if the entire response is greater than 10 pages. Information provided will be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. All information shall be provided free of charge to the Government. This is a Sources Sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement.
