- The Request for Information(RFI) is now a Request for Quotation (RFQ) for equipment and supplies in support of disaster response and recovery operations conducted by the Federal Emergency Management Agency (FEMA). This is a solicitation for commercial items prepared in accordance with FAR Parts 12, 13, and 18, with the format in Subpart 12.6, as supplemented with additional information included in this notice, and in accordance with the Robert T. Stafford Act. This RFQ is being issued in response to Incident Sandy Response and Relief Efforts. Responses are due to Gina.Wheatley@fema.dhs.gov by 6:00 AM Eastern Standard Time November 7, 2012. The Government reserves the right to make an award(s) based on the information provided in response to this RFQ. However the Government is not obligated to make an award as a result of this RFQ. If an award(s) is made it shall be issued based on the best overall value to the government. The sources sought/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-60. BACKGROUND: FEMA has an urgent requirement for hot meal service equipment and supplies. Hot Meal preparation and service will be provided to FEMA First Responders and additional equipment and supplies are needed to perform this task. Vendors responding to this RFQ shall provide quotes/information based on the specifications in the scope to: SCOPE: Duration of requirement is seven (7) days with a option for an additional seven (7) days. Service, equipment, and supplies are need within 24 hours of contract award. One (1) - 3k forklift Two (2) - Port-a-Potties w/ wash stations (suitable for sub-freezing use) Five (5) - Standard 40 lb propane tanks One (1) - 500 gallon propane tank for refills Three (3) - Propane heaters for outside use One (1) - 40 yard dumpster/ empty as required Three (3) - 500 gal gray water containers with dumps and daily pump-out service (suitable for sub-freezing use) One (1) - 5000 gallon water bladder with refills as required (suitable for sub-freezing use) One (1) - Refer Trailer 12,000 Claim Shells (Food Containers) FEMA anticpated all equipment and supplies shall be need for immediate delivery and use on November 7th starting at 7am. Quotes shall be evaluated based on technical capbility, delivery time frame, and price. if an award results from this notice it shall be awarded on a best value basis.
