- Description
- The General Services Administration, Public Building Services (GSA, PBS), seeks a contractor that can provide fresh food services (breakfast, lunch and snacks) including some catering for its workforce at three locations under the Potomac Service Center in Washington, DC. Service will be rendered at the US Department of Homeland Security (DHS) Headquarters consolidated at the St. Elizabeth's Campus, 2701 Martin Luther King, Jr. Avenue, SE; US Immigration and Customs Enforcement (Agency), US Department of Homeland Security Potomac Center North, 500 12 th Street, SW and US Department of Homeland Security Nebraska Avenue Complex (NAC), 3801 Nebraska Avenue, NW, Washington, DC. The contractor shall provide high quality food service operations with a wide variety of food and non-alcoholic beverages and other items at competitive prices. The contractor shall provide all management, supervision, labor, supplies and equipment (except as otherwise provided), as well as ensuring effective performance of all cafeteria/snack bar services that meets the highest sanitation standards. Hours of operation will vary but no earlier or later than 0545 to 1400, Monday through Friday, excluding federal holidays. GSA, PBS will provide the necessary space, major food service equipment, furnishings, water and utilities to operate each facility. This proposed business opportunity will be a full and open competition. The award will be a zero dollar (no cost to the government) commercial item contract with a 2% minimum concession fee based on a percentage of monthly gross customer sales. Contract period of performance shall be from date of award (estimated 1 May 2013) to include a base period of 8 years. At the option the contract may be extended there after for a term or terms of one to five years, provided that the Contracting Officer shall give written notice to the contractor at least 60 days before the contract, or any extensions thereof, would otherwise expire. In no event shall the contract period, as extended, exceed a period of 15 years from the beginning date of the original contract. Since each facility is secured, the contractor's employees must be U.S. citizens, undergo security checks, and strictly adhere to all security policies and procedures. Contractors will be given the opportunity to view each food service facility. On Tuesday, November 27, 2012, the Pre-Proposal Conference will be held at the Potomac Center North, 500 12 th Street, SW, Washington, DC. Immediately following the pre-solicitation conference the a walk-thru at the Potomac Center North will begin. A walk thru at the St. Elizabeth's Campus, 2701 Martin Luther King, Jr. Avenue, SE, Washington, DC, will continue at 1:00 pm on November 27, 2012. Contractors are requested to arrive no later than 12:30 for 100% security check. The requirement for entry for this facility is the same. A state issued ID is required for verification of information submitted. then 2701 Martin Luther King Jr. Avenue, SE, Washington, DC. On November 28, 2012, the walk thru for the Nebraska Avenue Complex, 3801 Nebraska Avenue, NW, Washington, DC will take place. No additional meetings will be held. This date is reserved for the continuation of the facilities walk-thur and open house. All Offerors are required to arrive no later than 9:00 am for a tour that will commence at 9:30. A state issued ID is required for verification of information previously submitted.
