- Sole-Source Justification for Donald Danforth Plant Science Center THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to solicit a quote and enter into a contract with the Donald Danforth Plant Science Center, herein referred to as Contractor for Blanket Purchase Arrangement for services and supplies to be used by ARS researchers, which is the only source for these items. The anticipated award date is on or about November 16, 2012. The Plant Genetics Research Unit in Columbia, Missouri has a need for a blanket purchase agreement. After Market research it is determined that there is only one source available for this type of requirement. The statutory authority for this sole source procurement is FAR 6.302-1(a)(2). The NAICS code for this action is 541712. ARS requires that all contractors doing business with the Acquisition Office must be registered with the System for Award Management (SAM) (formally the Central Contractor Registry (CCR)). No award can be made unless the vendor is registered in SAM. For additional information and to register in SAM, please access the following website: https://www.sam.gov. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responsible sources received within five days of this posting. Written responses to this synopsis shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement.
