- GENERAL: This notice is a Request for Information (RFI) and is NOT a Request for Proposals (RFP), nor is it a Request for Quotes (RFQ). The government will NOT award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and WILL NOT be publicly released. In accordance with FAR 15.201(E), responses to this RFI are NOT offers and cannot be accepted by the Government to form a binding contract. BACKGROUND AND SCOPE: The Department of State, Bureau of Consular Affairs, Office of Policy Coordination and Public Affairs (CA/P) has a requirement for a Social Media Engagement and Promotion Platform Engine. The Period of Performance: Base 12-months plus Four 12-months Option Years. The NAICS code for these services is: 519130. The CA/P New Media Unit cultivates and manages the CA message across all online and mobile platforms, reaching both foreign and domestic publics, the media, and other government agencies. The Consular Affairs New Media Unit focuses on digital outreach regarding the safe travel of U.S. citizens abroad, support for our Embassies and Consulates throughout the world, and promotion of Department-wide public diplomacy efforts. The New Media Unit manages www.travel.state.gov and the @TravelGov social media brand, all of which is interlinked and connects back to one another. Social Media communities are established and cultivated in advance so as to build a following of engaged customers. This allows CA to then take to social media to amplify emergency messages for U.S. citizens. Travel Warnings are issued (travel.state.gov), when long-term, protracted conditions that make a country dangerous or unstable lead the State Department to recommend that Americans avoid or consider the risk of travel to that country. A Travel Warning is also issued when the U.S. Government's ability to assist American citizens is constrained due to the closure of an embassy or consulate or because of a drawdown of its staff. CA/P requires a Social Media Platform that can assist with parsing out information for different audiences through a media social network (Facebook) across multiple platforms from anywhere around the world. This Social Media Platform will be managed by CA/P staff. The features for the Social Media Platform MUST included ALL of the following components: - Project Management - User generated content and challenges / promotions - Advanced Messaging - Message scheduling - Page Management and layout tools - Advanced Analytics - Twitter Accounts and linkage - Facebook Page Administration - On call dedicated Account Manager - Social Media Strategist - Custom Reports tailored for CA/P - Account Permissions - Full Branding Control - Multiple and tiered Users and Administrators - Audience Targeting - Ad integration INDUSTRY DAY INFORMATION: The Office of Policy Coordination and Public Affairs (CA/P) is holding an industry day on Wednesday, 28 November 2012 from 10:00 a.m. until 3:00 p.m. The location of the industry day is Department of State, Bureau of Consular Affairs, 2401 E.
