- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey. Naval Surface Warfare Center, Crane Division located at the Naval Support Activity, Crane, IN is looking for companies with the capabilities to provide engineering, logistics, and program management across the inventory of Joint Friendly Forces Tracking (FFT) equipment and situational awareness (SA) systems located worldwide in support of USNORTHCOM, USSOCOM, Theater Combatant Commands, National Guard, Department of Homeland Security - Federal Emergency Management Agency, Department of Interior, and other Government agencies. Proven subject matter expertise in CONOPs development, hardware set up, hardware employment and operations, SA system management, and tailored user training across the DOD and DHS family of devices is sought. Responses are requested of those performers with verifiable active Top Secret Facility Clearances and eligible TS/SCI personnel that can demonstrate experience and expertise in the following areas: Integration, operations, and training of user FFT systems such as FBCB2, MTS, Iridium (Shout Nano, SHOUT TS, SHOUT Micro, 9602 A, 9602 GSM, iBAT, inREACH, PALLAS, Typhon, Nextrac, Trakker 9000), and MTX into architectures including DISA Short Burst Data Enhanced Mobile Satellite Services gateway, SMDC/ARSTRAT Mission Management Center (MMC) services routing, and other SA servers such as, but not limited to United States Northern Command(s) (USNORTHCOM) Situational Awareness Geospatial Enterprise (SAGE), CrowdSource, Light House, and Geospatial Environment for C2 Operations (GEC2O). Employment of FFT devices, SA systems, and architectures to meet the needs for national events such as Defense Support to Civil Authorities (i.e. floods, hurricanes, etc.), National Special Security Events (i.e. Democratic/Republican National Convention, Inauguration, State of the Union, Summits), Border Operations, training and exercise events. Demonstrated knowledge of FEMA NCP asset tracking and situational awareness system, Situational Awareness Water, Ground, Air, Satellite System All interested and qualified parties are encouraged to submit a white paper of not more than 2 pages in length clearly demonstrating relevant personnel and experience with the systems and architectures articulated above, for the Government(s) consideration by 5:00 PM Eastern Standard Time on 07 DEC 2012.
