CLAUSES (TERMS AND CONDITIONS) SF18. Please return this form with your quote. COMBINED SYNOPSIS/SOLICITATION WRAD-13-00431 PROVIDE 2013 ONLINE JOURNAL SUBSCRIPTION TO MARINE ECOLOGY PROGRESS SERIES IN ACCORDANCE WITHTHE STATEMENT OF WORK. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRAD-13-00431/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. (IV) This solicitation is opened to all businesses. The associated NAICS code is 519190. The size standard is $7 Million. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001: Provide 2013 online journal subscription to Marine Ecology Progress Series in accordance with the attached statement of work. (VI) Description of requirements is as follows: Statement of Work NFFP7600-13-00431 1.0 Organization The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. 2.0 Background The NWFSC provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region's marine and anadromous resources. 3.0 Purpose This request is for online access to scientific journal subscriptions at the NW Fisheries Science Center. The publisher sells online access as a separate product from the print subscription therefore the need for this requirement. Online access to the Marine Ecology Progress Series (MEPS), 2013 4.0 Period of Performance 4.1 Access is for the year 2013 End of Statement of Need (VII) Date(s) and place(s) of delivery and acceptance Date of Delivery: December 31, 2013 Delivery will be FOB Destination (VIII) The period of performance for the base contract shall be from date of award to December 31, 2013. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide a capability statement describing qualifications to perform the requirements. Inquiries (Apr 2010). Offerors must submit all questions concerning this solicitation in writing to Bill Bell either through email Bill.Bell@noaa.gov or fax at 206 526-6025 no later than November 9, 2012 at 9am Pacific Standard Time. (X) FAR 52.212-2, Evaluation - Commercial Items 2005-61, applies to this acquisition. Paragraph (a) is hereby completed as follows: Lowest Price Technically Acceptable. Offers will be evaluated based on price and the factors set forth in the Section 6, past performance, FAR 12.601 and FAR 13.106-2, and award will be made to the firm offering the lowest price technically acceptable to the Government in accordance with the Statement of Work. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items 2005-61 and System for Award Management Registration (SAM) FAR Clause 52.204.99 (Class Deviation from 52.204-7 (September 2012) (DEVIATION). (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items 2005-61, applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 2005-61 applies to this acquisition. The following clauses under subparagraph (b) apply: Please refer to the SF18 with Clauses. (XIV) The following clauses are also applicable to this acquisition: 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998) 52.252-2 Clauses Incorporated By Reference (Feb 1998): This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
