Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors that OICC MCI East Camp Lejeune intends to solicit bids and award a Firm-Fixed Price contract for the construction of an overhead ballistic baffle system for a small arms range. The work includes, but is not limited to, construction of a home station training lane instructor ™s building, consisting of a reinforced masonry exterior cavity wall of CMU and brick veneer with interior metal stud and gypsum board wall partitions, a metal standing seam roof over light gauge metal trusses, interior finishes of gypsum board, acoustical grid ceiling, stained concrete, aluminum windows, paint, hollow metal frames, and steel doors. Work shall also include excavation, concrete, utilities, personnel doors, metal stud and gypsum board, electrical power, and lighting, HVAC and ventilation, communications, and interior finishes. The proposed contractor will provide sufficient material, labor, equipment, supervision, and transportation to fulfill all requirements of the contract in accordance with industry standards. This work shall be completed within 360 days of the effective award date of the contract. The procurement method to be utilized is FAR Part 14 Sealed Bidding and the estimated cost for this procurement is $250,000 to $500,000. The proposed contract listed here is being considered for 100 percent set-aside for HUBZone small business. The NAICS Code for this procurement is 236220 and the annual size standard is $33,500,000. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available, free of charge. Plans, specifications, and drawings will be available for electronic download on or about 20 November 2012. Bids will be due on or about 20 December 2012 at 2:00 PM. Offerors shall submit with their offer a bid bond of 20% of the amount of their proposal.
