- This is a Sources Sought Notice. This is NOT a solicitation for proposals, abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and technical capability of qualified business sources. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. The North American Industry Classification System (NAICS) Code is 511210 with a small business size standard of $25.5 million. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as an obligation or commitment by the Government. This notice is intended strictly for Market Research ONLY. 1.0 BACKGROUND Hazardous Substances Data Bank (HSDB) is a toxicology data file on the National Library of Medicine's (NLM) Toxicology Data Network (TOXNET®). It focuses on the toxicology of potentially hazardous chemicals. It is enhanced with information on human exposure, industrial hygiene, emergency handling procedures, environmental fate, regulatory requirements, nanomaterials, and related areas. All data are referenced and derived from a core set of books, government documents, technical reports and selected primary journal literature. HSDB is peer-reviewed by the Scientific Review Panel (SRP), a committee of experts in the major subject areas within the data bank's scope. HSDB is organized into individual chemical records, and contains over 5,400 such records. Since its creation, HSDB has included an emergency medical treatment (EMT) section. The EMT section contains information such as clinical effects, laboratory test data and treatment overview based on the level of toxicity. The treatment overview contains various subsections including specific exposures, decontamination, airway management, antidote, toxicokenetics and more. 2.0 PURPOSE and OBJECTIVES The purpose of this project is to include emergency medical management data in the Hazardous Substances Data Bank. This purpose will be fulfilled by the following two objectives: (1) obtain EMT data for new or updated chemical records in the existing format and (2) maintain the right to publicly display EMT data in more than 5,400 current HSDB records in the current format. This EMT data is for information purposes only. It is not medical advice. However, the accuracy and reliability is important for information and training purposes of HSDB users. NLM/SIS wishes to continue to provide EMT data in the current format in order to maintain consistency of data and continue to provide service to online users of HSDB.   3.0 PROJECT REQUIREMENTS Tasks may include but are not limited to the following: Provide access to emergency medical treatment (EMT) information for various types of chemicals and substances that cover the current EMT scope within HSDB. See sample EMT section at: http://toxnet.nlm.nih.gov/cgi-bin/sis/search/r?dbs+hsdb:@term+@na+permethrin. Provide EMT information in an electronic format which can be uploaded into NLM's database maintenance system. Consult with or provide support to the NLM/SIS HSDB development team regarding electronic information provided on chemicals and substances. 4.0 ANTICIPATED PERIOD OF PERFORMANCE NLM anticipates that the period of performance will be for one year from the date of award with two additional one-year option periods. 5.0 CAPABILITY STATEMENT/INFORMATION SOUGHT Capabilities of Organization Vendors must possess all of the following: 1. Demonstrated ability and experience providing emergency medical treatment data in an electronic format in order to display in a database on a website for end user viewing. 2. Demonstrated assets that include EMT data that has already been written, collected, curated, and formatted for distribution in an electronic format so that the information may be provided quickly upon request. 3. Demonstrated ability to consult with subject matter experts and provide technical support regarding the EMT data provided. 4. Demonstrated ability to provide updated EMT information in an electronic format as scientific and medical information changes. 5. Demonstrated evidence of scientific knowledge of chemicals biological agents listed in the Hazardous Substances Data Bank. 6. Ability to demonstrate that data provided is reliable and evidence-based. Interested firms responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills, and ability to fulfill the Government's requirement. The capability statement should be complete and contain sufficient detail for the Government to make an informed decision regarding capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's business type and size; DUNS number; NAICS code, and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 12:00 pm local prevailing time on Thursday, November 15, 2012 to Kimberly Pringle at pringlek@mail.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary information in any resultant solicitation.
