- NASA/GSFC has a requirement for 4 Ku-band Ferrite latching circulator and W/G Design/NRE (custom design) Specifications for NASA HIWRAP Ku-band SPST Ferrite Latching Circulator Frequency:13.47 GHz +/- 100 MHz Return Loss:≤20 dB Insertion Loss: ≤0.9 dB Isolation:≥75 Goal (70 min) RF Power:≥100W average, 2 kW peak Load Power:2W average Switching speed ≤0.5 microsecond (between 10% to 90% RF power) Pulse Repet. Freq:10 KHz max.(20 KHz switching events) Switching Command:TTL differential Junction Number:up to 3 Number of Driver:single RF Signal Direction:one direction only Temperature:0-50 degree C Pressure:0.7 to 15 psi NASA/GSFC intends to purchase the items from Cobham Sensor Systems. To our knowledge,Cobham is the only vendor who can provide circulators at the frequency that meets our requirement. The Ka-band high power ferrite latching circulator is a critical part in the NASA/GSFC developed and managed High-altitude Imaging Wind and Rain Airborne Profiler (HIWRAP)that is used for measuring winds and precipitation in hurricanes and precipitation systems. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on November 22, 2012. Such statement will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an statement which shall be considered by the agency.
