- SECTION I: Purpose Product, Service or Outcome Needed: The Transportation Security Administration (TSA), seeks information regarding tools (software or hardware/software combination) to perform physical and logical data recovery of hard drives and other storage media that includes the ability to read and program firmware. The information sought is needed to gather market data on products that can perform advanced data recovery, logical and physical, to include the ability to diagnose and fix issues with firmware, mechanical, and electronic issues, on multiple types of media such as platter hard drives, solid state drives, and flash drives. SECTION II: Background The TSA Information Assurance & Cyber Security Division (IAD)/Focused Operations (FO) Branch supports areas of cyber threats and digital forensics. FO has built a data recovery program to fix and recover data from failed hard drives. This request for information is to gather information on products that can be procured to expand the current capabilities of the FO Branch to diagnose and fix issues with firmware, mechanical, and electronic issues, on multiple types of media such as platter hard drives, solid state drives, and flash drives. SECTION III: Technical Requirements/Tasks/Outcomes TSA is seeking information on products that can perform advanced data recovery, logical and physical, to include the ability to diagnose and fix issues with firmware, mechanical, and electronic issues, on multiple types of media such as platter hard drives, solid state drives, and flash drives. TSA is also interested in product systems with two types of complimentary products, one type that can be used in stationary environments such as a workshop or laboratory and another type that is easily transportable from one location to another (i.e. in carry-on luggage for airline travel). The abilities sought in this request for information are for products with: 1. Ability to perform logical data recovery on platter hard drives, solid state drives, and flash drives. 2. Ability to perform physical data recovery on platter hard drives, solid state drives, and flash drives. 3. Ability to read, write, and transfer hard drive firmware 4. Ability to perform PCB hot swaps 5. Ability to turn off designated heads 6. Ability to support all hard drive manufacturers SECTION IV: Submission instructions Submissions shall not exceed 5 pages, single sided, in length. Submissions should include detailed information that communicates the products(s) ability to meet the requirements described in the Section III of this RFI.
