Description
This is a sources sought announcement to identify firms to furnish Underground Construction, Sustainment, and Test Support for the Defense Threat Reduction Agency (DTRA) at the Permanent High Explosives Test Site (PHETS), White Sands Missile Range, NM. A single award, Indefinite Delivery/Indefinite Quantity contract is contemplated. A ten(10) year performance period is anticipated. Project Description: This work supports the Defense Threat Reduction Agency's (DTRA) series of high- explosive test events designed to simulate both conventional and unconventional weapon's effects. The primary location of the project is at the White Sands Missile Range (WSMR) facility known as the Capitol Peak Tunnel Complex. The tunnel complex includes two long tunnels intersecting an underground chamber, two short tunnels and one horizontal raise intersecting an underground chamber, four portal cuts and pads, an access road, and tunnel support equipment. The scope of work is expected to include: a. Repair, modify, refit, or construct additional tunnels, portals, and roads and maintain the complex. b. Excavate (either drill and blast method or mechanical means) to extend existing tunnels, reopen portals and tunnels, and recover test articles and experiments. c. Install, remove, and repair ventilation systems, power, water, telephone, alarm, air, underground communication system, and instrumentation cabling. d. Sink vertical shafts to a depth of 100 feet and with diameters ranging from 6 to 9 feet. e. Bore uncased holes with diameters ranging from 20 to 36 inches and length of 100 feet. f. Bore or core 4 to 8-inch diameter holes to support instrumentation fielding. g. Pressure grout instrumentation packages in drill holes. h. Construct and demolish reinforced concrete structure. i. Blend, pump and spray shotcrete (wet or dry application with a compressive strength of 1000 to 5000 psi or greater) to smooth tunnel walls. j. Install, repair, remove, or replace ground support including rock bolts or dowels, welded wire mesh, shotcrete, steel mats, steel sets, and steel or concrete liners. k. Excavate, backfill, and reopen trenches for cable and experiment package installation. l. Conduct pre and post-test location surveys of test bed, to include underground and surface. m. Control and monitor tunnel access during operations. n. Store, maintain, issue and receive personal protective equipment (PPE). STATEMENT OF CAPABILITY (SOC): Based on the above tasks, firms are invited to submit a SOC demonstrating their capability to fulfill the above task requirements. SOC's are limited to a total of five (5) pages. Submit SOC electronically to laurene.morales@dtra.mil no later than 4:00 P.M., Mountain Standard Time on 27 November 2012. This sources sought is for planning purposes and does not constitute an invitation for bids or a request for proposal. The Government does not intend to award a contract on the basis of this notification or otherwise pay for the information provided.
