Dedrick, SMC/PKJ, 310.653.9736 Description Classification Code: R -- Professional, Administrative and Management Support Services NAICS Code: 541712 -- Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) Solicitation Number: Letter RFP Reference Number: 13-11 Procurement Type: Sources Sought The United States Air Force Space and Missile Systems Center (SMC)Military Satellite Communications Systems Directorate is conducting market research seeking sources for Systems Engineering and Integration support for MILSATCOM program. This is a continuation of effort for Communications Analysis, Systems Integration, and Engineering Services (CASIES) Bridge Contract (FA8808-12-C-0001) to ensure there is not a lapse of services until the new enterprise level contract (RFP FA8808-11-R-0009) is successfully awarded. The contractor will be providing general systems engineering support and integration to the MJPO. These functions will be performed across the breadth of MJPO programs and external interfaces, including Advanced Extremely High Frequency (AEHF), Wideband Global SATCOM (WGS), MILSTAR, Defense Satellite Communication System (DSCS), Global Broadcast System (GBS), Enhanced Polar System (EPS), Command and Control System - Consolidated (CCS-C), Ground Mobile Terminal (GMT), Family of Advanced Beyond-line-of-sight Terminal (FAB-T), and Airborne Laser Terminal (ALT). The period of performance will be approximately 15 months comprised of a 3-month Basic and a 3-month option for the entire contract (CASES Bridge effort) and 3 severable 3-month Options for a limited subset of support (for 1 SMC/MC Division) of the CASIES Bridge effort beginning 01 April 2013. The contractor will write, staff, and monitor responses to inquiries from multiple levels in and out of the Government including mainstream, scientific and engineering, government related media, PEO, Office of the Secretary of the Air Force, Office of the Secretary of Defense, U.S. Government executive offices, Congress, International Partners and the General Accountability Office (GAO). Contractor will be providing SMC/MC Systems Engineering, Integration, and Test (SEIT) and strategic planning. Services will be including management and analysis of interdependent schedules, systems engineering and integration activities, Systems Integration, Operations Analysis, and Systems Engineering, including program management, and engineering business operations across the Satellite Program Office (SPO) and provide integration over the end-to-end system, including the overall system, the Space Segment, the Mission Control Segment, and the Terminal Segment. Contractor will provide Systems Integration support relative to the technical baselines and interfaces between the programs and the program-related aspects of MC activities including: Milstar Program, Command and Control System -Consolidated (CCS-C) program, NSA cryptographic and key products development programs, legacy Air Force cryptographic programs, Lincoln Labs activities and programs, Evolved Expendable Launch Vehicle (EELV) and Launch Base Activation, Air Force Terminals, Army Terminals, and Navy Terminals. Contractor will perform the duties of the designated technical Point of Contact (POC) for assigned system-level Requirement Verification Plans (RVPs). Contractor will also perform System Test functions and support test program management; the development of test plans and procedures; ensure compliance with the STVP, TEMP, and CDRLs. Contractor shall support the International Programs Office (IPO), in negotiations and technical interchanges with the International Partners and process requests for Exemptions to the ITAR and support the Government in the review of Technical Assistance Agreements (TAAs). This contract will be awarded under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2). Only one responsible source and no other sources will satisfy the Agency's requirements because the program office maintains cognizance over the protected Satellite Communications market and no other companies have emerged with the capability to meet these requirements without incurring a significant duplication of costs and unacceptable schedule impact to the program. This notice is for information and planning purposes only; it does not constitute a Request for Proposal. The Government will not recognize any cost associated with submission of information in response to this or previous notices. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a Statement of Capability (SOC), not to exceed 15 pages in length (a page is defined as 8.5 inch x 11 inch sheet, using 12 point Time New Roman font, with 1 inch Top, Bottom, and Side borders), which must be received by 5:00PM (Pacific Standard Time) by 23 Nov 2012, demonstrating Systems Engineering and Integration experience and knowledge of SMC/MC programs, shall be considered by the agency. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within discretion of the Government. In addition, responses from qualified small and small disadvantaged businesses are encouraged. The size standard for NAICS Code: 541712 -- Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) is 1,000 employees or less and all responses should identify their size against NAICS 541712.
