Description
1. CONTRACT INFORMATION. A Professional Services Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price Contract will be awarded under this solicitation utilizing Brooks Act procedures. This will be a Best Value, Two Phase procurement process. Phase I will be technical evaluation; Phase II will be offered to the most highly qualified firms (minimum of 2). Each contract shall be for one base period of $1 million, with the option of four additional periods of one year and $1 million each. Option periods may be exercised at the discretion of the Government before expiration of the previous periods. The maximum amount of each task order shall not exceed the annual contract amount. This announcement is open to small businesses only. The size standard for this procurement is $25.5 million. The estimated start date is September 2012. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award a firm must be registered in the DoD Central Contract Registry (CCR). Register via the CCR Internet Site at http://www.ccr.gov or by contacting the CCR Help Line at 1-800-227-2423. Personnel provided for this contract must be experienced in disciplines which would enable performance on a wide variety of projects. Specifically required will be project managers/technical managers, computer engineers, computer scientists, electrical engineers, and software engineers (registration not required), and certified cost estimators. 2. PROJECT INFORMATION. The Contractor shall provide engineering and programming support for a wide array of tasks to support engineering and design of the Government's GDACS system. Typical services include, but are not limited to the following: a. Software engineering and design utilizing Microsoft Windows, Linux, and Intel based systems, C++ programming skills, etc. b. Develop and implement new features as directed to enhance GDACS functionality for future projects. c. Modify the GDACS build and test system to incorporate all changes for the new GDACS application functionality as necessary. d. Update the software maintenance manual to capture programming refinements and changes. e. Provide field test procedures to verify and demonstrate that software and databases developed under this contract meet performance requirements utilizing appropriate tests that cannot be accomplished as a factory test. f. Provide cyber security support for SCADA systems. This is to include writing appropriate documentation as well as programming firewalls, routers, and other networking equipment.
