Description
Amendment 2 Amendment 2 is issued to delete the requirement for a subcontracting plan. See attachment for specific details. Amendment 1 issued to revise the submission date for proposals from 1:00pm Washington, DC time on November 17, 2012 to 1:00pm Washington, DC time November 19, 2012. Original Synopsis The Federal Highway Administration (FHWA) has a full and open procurement to study and evaluate the different e-STIP (Electronic Statewide Transportation Improvement Program) practices that are currently in place. This study will assess the key or applicable components in designing an operational e-STIP, the advantages and challenges in implementing an e-STIP, and the integration of performance management into e-STIP. The e-STIP framework will incorporate performance measures data that are available for managing the program which range from the status of funding obligation, the percentage of certain types being constructed, and the number of jobs created by the construction project, etc. Additionally, the e-STIP framework's performance measures data should also include information on how they relate to identified transportation plan goal areas, which include, but are not limited to: Safety, state of good repair, reliability, congestion, freight movement, environmental sustainability, and other goal areas. The study will assist States and MPOs (Metropolitan Planning Organizations) by providing them with the following information: A checklist of major supporting components that should be considered if they are interested in developing an electronic transportation improvement program; a prototype or template that e-STIP should exhibit, and associated reports that agencies need to produce (i.e. STIP-PDF version fiscal tables, etc.); flowcharts that describe the workflow of the STIP as it is being developed, updated, amended, and approved; and a list of performance factors (multipliers) that can be qualitatively and quantitatively measured in advancing projects in the STIP and the summary data presented to benchmark and track these trends. The solicitation will be available electronically via the Government Point of Entry (GPE) at www.fbo.gov. No written, telephonic, facsimile, e-mail, or other type of request for the solicitation will be accepted. Potential offerors/vendors are encouraged to register on www.fbo.gov. and to monitor the website to receive the solicitation and any further information in reference to the subject action inclusive of any announcements, and amendments after its release. This notice of intent is not a request for competitive proposals. A request for proposals is anticipated to be published, through the Federal Business Opportunities website in September 2012. Once the solicitation is posted, all interested responsible sources may submit a proposal which will be considered by the FHWA. The NAICS code for this procurement is 541990.
