Description
A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The proposed project is to construct a 16 outlet Type III jet fuel (JP-8) hydrant system with two 398-kiloliter (kl) (2,500-barrel) operating fuel tanks, pumphouse, hydrant hose truck checkout station, and fill stand at airfield. Replace transfer pipeline, pumphouse, 4 position off-load facility, and 2 position fillstand at bulk fuel storage area. The work includes secondary containment, pig launcher/receiver, fuel recovery system and tank, automatic tank gauging, leak detection, cathodic protection system, emergency generator utilities, paving, site preparation and improvements. Demolish existing 16 outlets Type III hydrant system including six storage tanks and pumphouse. Demolish existing pumphouse, off-load facility, and fill stand at bulk fuel storage area. Decommission existing transfer and hydrant piplelines. Contract duration is estimated at 20 months. The estimated cost range is more than $10,000,000.00. NAICS is 236220. All interested Small Businesses, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business contractors should respond to this survey by email 11-19-2012 by 10:00AM Eastern Standard Time. Responses should include: (1) Identification and verification of the company's small business status. (2) The level of performance and payment bonding capacity that the company could attain for the proposed project. (3) Descriptions of Experience - Provide descriptions of your firm's past experience on projects more than 90% complete or those projects completed within the last five years which are similar to this project in size, scope, and dollar value. a. Projects similar in scope to this project include: Prior military fueling systems experience on type III fueling systems. Pressured hydrant fuel systems and associated pump house at airport facilities, transfer pipeline systems with bulk fuel pump house, airfield fuel projects with associated full-depth pavement replacement. b. Projects similar in size to this project include: Pressurized hydrant fuel system with 4-16 hydrants outlets. Installation of a min of two 556-kiloliter (kL) (3,500-barrel) above ground fuel storage tanks. 113 liter-per-second (1,800 gallon-per minute) pumps. c. Projects similar in dollar value to this project include: $18,000,000 or greater. (4) A statement of the portion of the work that will be self performed on this project, and how it will be accomplished.
