Description
The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a Firm-Fixed Price, sole source IDIQ contract to SRI International under the authority set forth in Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1). The Joint Nuclear Security Evaluation Program (JNSEP) is a series of physical security evaluations conducted by DTRA in coordination with other Government agencies/services that includes force-on-force exercises, engineering studies of physical security features, and modeling & simulation designed to evaluate the adequacy of the United States nuclear weapons security practices, policies and procedures. These exercises provide for a realistic combat training environment simulating real time position locations for participants and vehicles involved in this weapons security exercise. In order to successfully execute these exercises, DTRA requires utilization of the SRI FlexTrain exercise communications and personnel tracking system as well as the associated logistical planning and integration of the associated Multiple Integrated Laser Engagement System (MILES) system to capture real time personnel tracking and exercise data collection and analysis. The FlexTrain system is the system of record utilized in these multiagency/multiservice JNSEP exercise events and possesses the required technical specifications inclusive of 2D/3D modeling, audio/video tracking, and required integration with the MILES system. Successful execution of the JNSEP exercises requires utilization of identical tracking systems to ensure congruity and uniformity of the real time tracking/analysis of the exercise personnel, training of users, as well as consistency in the data/analysis gathered and evaluated in the After Action Reports. As the design agent and manufacturer of the FlexTrain system, only SRI possesses the requisite technical knowledge, maintenance, logistics planning, and calibration support for the FlexTrain system as well as these support elements for the MILES system. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Solicitation packages are not available. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All responses shall include clear and convincing evidence of the vendor's ability to provide the required items/services given the facts and details identified above. All responses shall be submitted via email to the identified Government point of contact below no later than 15 November, 2012 at 4:00PM EST. Any and all responses received after this date will be considered non-responsive and will not be considered. The North American Industry Classification System (NAICS) is 541990 with the size standard of less than $14 Million. This estimated ceiling value of the IDIQ will be $5.76M with a five year ordering period.
