- Description
- The Naval Air Systems Command (NAVAIR) posted a synopsis on 1 October 2012 for a full and open competition for a Small Form Factor (SFF) Transponder that will provide identification, position, and surveillance reporting in response to challenges from airborne, ground based, and surface interrogators. This synopsis advised Offerors that solicitation documents (except for the draft SFF Specification) would be posted to the publicly assessable NAVAIR Homepage. The purpose of this synopsis is to announce the posting of publicly releasable documents to the NAVAIR Homepage, provide instructions for accessing these documents, and provide instructions for accessing the draft SFF Specification to be posted at a PKI/CAC controlled website. The following documents have been posted to the NAVAIR Homepage: draft SFF Sections B through K, draft SFF Statement of Work, draft SFF Contract Data Requirements List (CDRL) data items, and draft U.S. Army Reduced Form Factor Airworthiness Qualification Plan. The NAVAIR Homepage is located at http://www.navair.navy.mil. To access the SFF documents, select "Business Opportunities" and then "Open Solicitations". The SFF documents will be listed under N00019-13-R-0001. The draft SFF Specification is marked with Distribution Statement D; as a result, it is posted on the MyNAVAIR PMA-213 secure web portal along with various controlled distribution documents incorporated by reference into the draft SFF Statement of Work and draft SFF Specification. A valid DOD PKI/CAC Certificate is required to access the MyNAVAIR PMA-213 secure web portal. Control + Click on https://mynavair.navair.navy.mil/portal/server.pt/community/pma213/1629/sff_bidders_library/68524. Locate "Community Projects" on the left side of the page and click on SFF Bidders Library" under "Project Name". Access SFF documents under "Updated Documents". Click on the link for the desired document. When accessing the draft SFF Specification, an error message may appear which reads "Word cannot start the converter mswrd632". Click "OK" on this error message. The error message may need to dispositioned several times by clicking "OK'' before the draft SFF Specification will open. Offerors who do not possess a valid DOD PKI/CAC Certificate may request copies of the draft SFF Specification and the other SFF documents posted to the MyNAVAIR PMA-213 secure web portal by contacting Ms. Mary Dodds at mary.dodds@navy.mil and by phone at (301) 757-7083. You must provide the following information: the name of your company, regular mailing address, overnight mail address, phone number, e-mail address, current CAGE code, DOD Central Contractor Registration (CCR) number and an acknowledgement of your responsibility to safeguard these documents in accordance with the provisions of Distribution Statement D, the U.S Department of State International Traffic in Arms Regulations, and the Arms Export Control Act. Upon verification of your status and acknowledgement, the requested documents will be provided. Offerors are cautioned that at least seven calendar days may be required to provide you with documents from the date that you submit your request.
