- Combined Synopsis / Solicitation This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is OPM2613Q0022 and is issued as a Request for Quotation (RFP). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-61 dated October 15, 2012. The North American Industrial Classification System (NAICS) code is 531120, and the small business size standard is $25.5 million. This procurement is being reserved exclusively Small Businesses in accordance with FAR Part 19. The U.S. Office of Personnel Management's Human Resources Solutions (HRS) organization was established in January 2010 as a reimbursable program with the mission to deliver exceptional human resources products and services that meet the dynamic needs of the Federal Government. It is the vision of HRS to be the CHOSEN EMPLOYER, CHOSEN PROVIDER, by Government, for Government. HRS partners with client agencies to meet their missions by providing effective human resource solutions that develop leaders committed to public service values, attract and build a high quality public sector workforce, and transform agencies into high performing organizations. The Automated Systems Management Branch (ASMB) manages the Government-wide USA Staffing program. USA Staffing is the U.S. Office of Personnel Management's automated staffing and recruitment solution used exclusively by Federal clients on a reimbursable basis. ASMB manages USA Staffing and provides technical consulting to Federal agencies, assisting them to effectively recruit a high quality and diverse workforce through their use of the system. In support of this mission, ASMB is in need of a contractor to provide training space and computer equipment for USA Staffing customers. OPM anticipates awarding a Firm Fixed Price Purchase Order as a result of this solicitation. The Period of Performance (POP) shall be two years (base year and one (1) year option period) from the date of award. Only e-mailed requests for additional information will be accepted at Vito.Bertucci@opm.gov through 12:00 PM, EST, November 13, 2012. Technical and Pricing Quotations MUST be in two separate volumes. Each of the parts shall be separate and complete, so that evaluation of one may be accomplished independently of and concurrently with the evaluation of the others. If your technical and price Quotation is not submitted in two separate files, your response to this solicitation will be considered non-responsive and withdrawn from consideration.
