Description

Naval Air Systems Command (NAVAIR) intends to issue a modification to a delivery order under Basic Ordering Agreement (BOA) N00019-11-G-0016 to Northrop Grumman Guidance and Electronics Co., Inc., (NG) for two (2) additional United States Marine Corp (USMC) H-1 Helicopter Upgrades Integrated Avionics System (IAS) Mission Computer (MC) and associated equipment and services. This effort will procure a highly developed and integrated combination of hardware and software systems that have been designed, developed and manufactured by NG to control all aspects of mission performance, from flight instrumentation to weapons engagement, on the USMC UH-1Y and AH-1Z Rotorcraft. This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Northrop Grumman Guidance and Electronics Co., Inc., is the only known company with the knowledge, data, and capability to meet the Government's needs. This notice is for informational purposes only. For subcontracting opportunities please visit the following website: http://www.es.northropgrumman.com/contact/. Note: The proposed contract action is for supplies or services which the Government intends to solicit and negotiate with only one source under authority for FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days (fifteen days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
