Description
This is NOT a design build procurement. The work includes the following: P904 will construct a hangar, apron, and taxiway to support one MV22 squadron. The hangar is a multi story Type II modified aircraft maintenance hangar to provide a weather protected shelter for inspection, service, and maintenance for the MV22 aircrafts. The hangar will include work center space for equipment and personnel and squadron administrative functions. The high bay aircraft maintenance hangar will be steel frame construction with a standing seam metal roof installed over a steel metal deck. The second floor administrative space of the hangar will be steel framed with metal deck and concrete fill. The floor slab of the hangar shall be designed to support other transient and Marine Corps Base Hawaii based aircrafts and includes floor trenches to meet aqueous film forming foam (AFFF) requirements. The project also provides for a fire pump building and tank. Other primary and supporting facilities include aircraft taxiway, aircraft taxiway shoulders, Substation No. 3 feeder upgrade and utility infrastructure. Premium Information Systems include Naval Aviation Logistics Command Maintenance Information System for the aircraft maintenance hangar. Secure Internet Protocol Router Network included for the aircraft maintenance hangar. Anti Terrorism Force Protection (ATFP) features will be provided and comply with ATFP regulations, physical security and progressive collapse mitigation. Built in equipment includes one passenger/freight elevator, one 7.5 ton bridge crane with hoist, generator, and an AFFF fire suppression system including foam retention tanks. Special construction features include piles. Site preparation includes site clearing, significant excavation (including hard/rock cut) and preparation for construction. Paving and site improvements include grading, parking, roadway from adjacent road to parking, curbs, sidewalks, landscaping, fencing, signs and storm water drainage. Electrical utilities include primary and secondary distribution systems, lighting, transformers, and telecommunications infrastructure. The primary work includes a feeder upgrade to the substation to meet increased load. Mechanical utilities include heating, ventilation and air conditioning, water lines, plumbing and plumbing fixtures, sanitary sewer lines, fire protection systems and supply lines. P905 constructs an aircraft staging area to support one MV 22 squadron, which consists of 12 aircrafts. Special costs include high performance concrete coatings to prevent high temperature concrete spalling and cracking. Site preparations include clear/grub, earthwork, site grading and excavation. Paving and site improvements include site storm drainage systems and taxiway shoulders. The work also includes the requirement for the purchase and installation of Furniture, Fixtures and Equipment. A one time pre proposal site visit will be scheduled. Please see the RFP, when issued, or any amendments to this synopsis for updated information on the site visit. Estimated range is from $50,000,000 to $100,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $33.5 MILLION OVER THE PAST THREE YEARS. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. All technical factors, when combined, are considered of equal importance to Past Performance. All non price evaluation factors, when combined, are considered approximately equal to price. The non price evaluation factors are anticipated to be as follows: Factor 1, Experience of the Firm on Recent Relevant Projects; Factor 2, Safety; Factor 3, Small Business Utilization; and Factor 4, Past Performance on Recent Relevant Projects. The Request for Proposal (RFP) will be available on or about 28 November 2012. The RFP, excluding the drawings, will be available through the NECO website https://www.neco.navy.mil. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain explicit access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project documents. Amendments will normally be posted to the web site https://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to https://www.neco.navy.mil.
