- Solicitation Number: SP4510-13- RFI-0005 Notice Type: Request for Information, Sources Sought for PCOLS help desk Synopsis: 1. OVERVIEW This announcement is specific to a Request for Information (RFI) and does not constitute a solicitation; nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. Any information submitted is voluntary and should only pertain to the purpose of this RFI. Responding to this RFI is not a requirement to be an eligible offeror on any future Request for Proposal (RFP) related to this work. 2. PURPOSE The Defense Logistics Agency is requesting industry feedback on expertise on the PCOLS system and the ability to provide trained and knowledgeable personnel to operate a Level II Help Desk for the PCOLS system. Interested vendors should submit a capabilities statement that demonstrates expertise and user knowledge of the PCOLS system and the ability to operate a level II Help desk. Interested vendors must also supply their current socio-economic status. 3. PCOLS PROGRAM SPECIFICS PCOLS is a DOD wide, DOD-operated electronic federated capability that Government Purchase Card (GPC) officials will use to improve the management and accountability of their respective GPC Program organizations. PCOLS is comprised of four major applications and is interdependent with several others. The PCOLS help desk provides comprehensive support to Government users registering and using applications in the PCOLS system. See attached PCOLS Performance Based Statement of Work. 4. SUBMISSION REQUIREMENTS a. The deadline for submitting information is 13 November 2012, NLT 4:30 pm EDT. b. Capability statement that supports the vendors knowledge and expertise in the PCOLS system and their ability provide support to DoD customers via a help desk on use and registration into the PCOLS system. c. Current Socio-Economic information for the vendor. 5. SUBMISSION RESTRICTIONS a. Do not submit generic sales literature, videos, or similar promotional material unless it shows expertise with the PCOLS system. b. Do not submit a white paper. c. If proprietary data is submitted please mark it as such. 6. QUESTIONS AND COMMENTS Please submit all questions by 08 Nov 2012. Any questions received after this date will be rejected. 7. Battelle Memorial Institute, 505 King Avenue, Columbus, OH 43201 Q2) What is the incumbent's contract number? Contract W911SE07D0011 Orders X100/X191 Q3) What is the Period of Performance for the incumbent's contract? Period of performance is through 31 March 2013. Q4) What is the value for the incumbent's contract? Current mod $202,000 for a six month period. Q5) What is the number of allocated personnel resources supporting the current contract? Currently 5, project office for planning for 4 on the next contract. Q6) Is there currently an incumbent associated with the PCOLS Help Desk (SP451013RFI0005) RFI. If not, is this a new requirement? See response to Q1. Q7) Is this project considered a new requirement? See response to Q2. Q8) If this project is not considered a new requirement; a. Who is the incumbent? See response to Q1. b. What is the contract number? See response to Q2. 9. Ref: PWS 10.3.1, p.7: Note travel is limited to 1trip per year of performance, for up to 3 contractor employees at the duty location for not more than 5 business days. This cost is not separately priced and is to be included in the monthly all-inclusive charge for this PWS. Work to be performed at the Hart-Dole-Inouye Federal Center, Battle Creek, Michigan. Please clarify where the 3 contractor employees are expected to travel to and the anticipated time of the year. The travel is generally to confer between the program office and the vendors management personnel. 10. Ref: PWS 10.2.2, p 6: Staffing for the PCOLS Tier II Help Desk shall include all necessary full-time customer-Services representatives, onsite project management, and offsite and part-time project management as necessary. Ref: PWS 10.1, page 6: Anticipated workload based on approximately 45,000 provisioned PCOLS users. Please provide the number of customer reps currently supporting this effort to ensure proper staffing is proposed to support this effort. We can use standard Help Desk calculations; however, the length of the calls, complexity and depth of solution can adjust the number of representatives required. See response to Q5. 11. Ref: PWS 6, page 4: The contractor shall have experience utilizing the Government furnished PCOLS Software and associated system software. If the contractor has to have experience utilizing the government PCOLS, would the government provide access to the incumbent personnel and will the government allow the contractors to substitute employee experience for company experience? We're looking to see if vendors have experience operating Tier II Service desk and also if vendors have work experience with the PCOLS system. Vendor will have to contact the current contract holder about contacting current operational personnel. When the RFP is issued the vendor can review what is allowable for past performance. 12. Please provide the name of the incumbent contractor and the current contract number for this work. See response to Q1 and Q2. 13. Who is performing Tier I and Tier III services? The Tier 1 and 3 help desks are not germane to this RFI. They are contracted for by another organization within DLA.
