- Proposals will be sought from small business firms for participation in the NIST Small Business Innovation Research (SBIR) Program. The SBIR is a three-phase program which implements Public Law 102-564, the Small Business Research and Development Enhancement Act of 1992. The pending solicitation, SBIR, includes subtopics describing research needed to extend technologies developed by NIST for the purpose of commercializing the NIST technology as well as subtopics describing NIST mission-related research that directly support a NIST project that can be achieved by a small business. The purpose of Phase I is to conduct feasibility related experimental or theoretical research and development (R&D) in order to determine the scientific or technical merit/feasibility of concepts/ideas as prerequisite for further NIST support under Phase 2 of the SBIR Program. Phase I awards will have a maximum value of $90,000.00. The following are the research topics available for the SBIR Phase I FY 2013 Advanced Tactile Sensing Technology for Robotic Hands Angularly Sensitive Detectors for Transmission Scanning Electron Microscopy Bragg Grating Enhanced Narrowband Single Photon SPDC Source Comparison of Privacy-enhancing Technologies and Features Development of an SCAP Validation Tool with APIs Electronics System for Microscale Thermo- gravimetric Nanoparticle Analysis Enabling Secure BIOS on Enterprise Systems Flowing Water Optical Power Meter for Laser Measurements High Temperature Thermocouple and Radiation Thermometer Vacuum Furnace Highly Multiplexed Spectroscopic Ellipsometer for In-line Process Control Life Cycle Impact Analysis Tool for Sustainable Manufacturing Model-based Smart Manufacturing of Composite Materials Nanoparticle Separation: Magnetic Field Opposing a Buoyant Density Gradient Recirculating Temperature Wave Focusing Chromatography Single-Photon Avalanche Diodes with > 95 % Efficiency Three-Dimensional Test Materials for Solid Supports Workflow Engine for Smart Manufacturing Release of the NIST 2013 SBIR solicitation is anticipated around December 4, 2012. Electronic copies of the solicitation will be located at http.fedbizopps.gov. No mailing list will be kept and no hard copies will be available. Any and all amendments to the solicitation will be posted on the http.fedbizopps.gov website. A public website will be available where technical questions may be submitted by the interested parties and answer provided by NIST experts will be posted. This public Q & A will be available during the open solicitation period at http://nist.gov/sbir. All other questions regarding the solicitation must be submitted via e-mail to Ms. Dana Rae Graham at danarae.graham@nist.gov. Checking the FedBizOpps website for amendments to the solicitation and answers to submitted question is the total responsibility of the individual or firm proposing.
