Description
THIS IS A NOTICE OF INTENT, NOT A SOLICITATION FOR COMPETITIVE PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health intends to negotiate on a sole source basis with Thomson Reuters (Scientific) Inc., 1500 Spring Garden Street, 4th Floor, Philadelphia, PA 191304067 for a web on-line service to Thomson Reuters database. This is a critical information source for the researchers, clinicians and administrative staff of NIH, CDC and many other HHS agencies including the Office of the Secretary. No solicitation exists for this requirement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The product is a commercial item as defined in FAR Part 2.101. The period of performance shall be for one twelve (12) month period, with options to renew for three (3) successive twelve month periods. It is believed that Thomson Reuters is the sole source for this requirement under the authority of U.S.C. 253(c)(1) as set forth in the Federal Acquisitions Regulation (FAR) 6.302-1 (Only one responsible source and no other supplies and services will satisfy agency requirements) because of the following: Thomson Reuters (Scientific) Inc. is the sole source provider of the Web of Science- Science Citation Index Expanded (SCIE) and Social Sciences Citation Index (SSCI). In addition, Thomson Reuters is also the sole source provider of Journal Citation Reports. These products are accessed via the Web of Knowledge Platform, a proprietary database platform only available from Thomson Reuters. Consequently to provide access to the titles to NIH, CDC and other HHS agencies, the only option is Thomson Reuters through the World Wide Web. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Below is the Draft Statement of Work. This is NOT A SOLICITATION FOR COMPETIVE PROPOSALS. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capability. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements of the Statement of Work. Capability Statements and related materials must be received by the Contract Specialist, no later than November 20, 2012 at 10:00 A.M. Eastern Time. Written responses received after this date and time will not be accepted. A determination by the Government not to compete this proposed contract based on the responses received is solely within the discretion of the government. The information received will be considered solely for the purpose of whether to conduct a competitive procurement. Address responses via email only to the attention of: O. Joy Ajao, The National Institutes of Health, OLAO, Office of Acquisitions, email address: ajaooj@mail.nih.gov DRAFT STATEMENT OF WORK Article 1- Statement of Work Background Information For the past fifteen years the NIH Library has provided access to Science Citation Index (SCI) through the ISI web-based product Web of Science to NIH researchers no matter where they are located. In 1999 ISI's Social Science Citation Index (SSCI) database was included in the contract. In September of 2000, the contract was modified to include researchers from CDC no matter where they were located; and in 2004 the contract was again modified to include all other HHS agencies except FDA. This is a critical information source for the researchers, clinicians and administrative staff of NIH, CDC and many other HHS agencies including the Office of the Secretary. Each year more than a million searches are performed in Web of Knowledge by NIH staff. These databases (SCI and SSCI) have formed the basis of a current awareness service which automatically searched the two databases each week after the weekly update and sends e-mail alerts to individuals who have established profiles for specific topics. In the intervening years Journal Citation Reports (JCR) also became available on the Web of Knowledge platform. Citations retrieved in Web of Knowledge are linked to the electronic journal holdings of the NIH Library or the CDC Library. Web of Knowledge has allowed the Library to provide enhanced and timely access to information NIH staff need to perform their work whether they are intramural researchers or extramural program administrators. This project will allow the NIH Library to continue to provide this valuable service to the NIH community and to other HHS agencies as required. Objectives The purpose of this contract is to assure continued access to the electronic version of the Science Citation Index and Social Science Citation Index Expanded databases on the Web of Knowledge platform. Access will be for all staff of NIH, CDC and other HHS agencies with the exception of FDA, no matter where they are located. The database shall include cited references and available author abstracts. NIH and CDC also require access to Journal Citation Reports (JCR) on the Web of Knowledge platform. The contractor should include the option of adding Journal Citation Reports (JCR) for FDA as well. Article 2- Services to be Performed General Requirements Independently, and not as an agent of the Government, the Contractor shall furnish all the necessary labor, materials, supplies, equipment, and services (except as otherwise specified herein) and provide the work set forth below. All work under this contract shall be monitored by the Project officer, whose position is defined elsewhere in this document. Specific Requirements Specifically, the Contractor shall: provide access to the electronic version of Science Citation Index, Social Science Citation Index Expanded and Journal Citation Reports (JCR) databases through a Web interface. Access to these databases potentially will be for all staff of NIH, CDC and other HHS agencies with the exception of FDA, no matter where they are located. Costs for NIH, CDC and HHS, excluding FDA, for access to each database shall be identified. An option for adding FDA to the contract will be included in the proposal. The databases shall include available author abstracts; SCI and SSCI will include cited references as well. The contractor at a minimum shall update the contents of the databases - Science Citation Index Expanded and Social Science Citation Index Expanded weekly. JCR shall be updated annually. The contractor shall provide NIH with open-URL enabled software to allow third-party linking from the citations in the databases to electronic versions of articles when the library/libraries have subscriptions to the journals or to the libraries' document delivery services using products such as SFX. Staff from NIH, CDC and HHS shall be taken to a view of the databases on Web of Knowledge that includes only the link to their agency library. The contractor shall provide COUNTER-compliant use statistics for each HHS agency (NIH, CDC, AHRQ, IHS, PSC, SAMHSA, HRSA, ACF and the Office of the Secretary, and other agencies that may be added to the contract in the future) that accesses Web of Knowledge databases acquired through this contract. The contractor will periodically upgrade the web platform to enhance or improve the functionality of the platform at no additional cost. Staff of NIH, CDC and other HHS agencies shall be able to scan and search the database and print or download the results of their searches for their personal and work related use. These searches may be either a repetitive scanning of all or portions of the database for regular updates using one or more terms (profiles), or may be one-time, non-repetitive, online, interactive searches of all or part of the databases. Among the various search capabilities offered by the contractor, cited reference searching is required. The contractor shall provide maintenance service in the form of periodic software updates and technical help support as part of the base price for the database and interface. Technical help support shall be available Monday through Friday during normal business hours. The contractor also shall provide documentation and training materials as appropriate. Training material may be modified to suit the needs of NIH, CDC and HHS agencies. The contractor shall include quotes for NIH, CDC, HHS and FDA to add backfiles for Science Citation Index Expanded, and Social Science Citation Index Expanded upon request. At present each has acquired different levels of coverage. NIH and HHS coverage dates back to 1900. Article 3- Reporting Requirements Monthly, the contractor shall provide COUNTER-compliant use statistics reports for each individual federal agency/office accessing the Web of Knowledge databases through this contract. Reports shall be provided within 30 days of the end of the month that is the subject of the report. Article 4- Deliverables The contractor shall assure the web platform and databases are available 24 hours a day seven days a week 365 days a year with unscheduled downtime rate not to exceed 1%. Notification of scheduled downtime shall be provided one week in advance at a minimum and will be scheduled in low use periods - between midnight and 6:00am Eastern time Monday - Friday or 6:00pm and 6:00am on weekends. Monthly statistical reports of database usage, broken down by agency/office, shall be available through e-mail or web links within 30 days of the end of the month that is the subject of the report. Article 5- Government Responsibilities The Government shall provide all computer hardware for accessing the databases and the web platform.
