- Draft PWS for Niagara ARS Draft PWS for Dobbins ARB Market Research Survey for the upcoming Dobbins ARB and Niagara ARS BOS requirements. THIS IS A SOURCES SOUGHT SYNOPSIS (SSS) ONLY. THERE ARE NO SOLICITATIONS AVAILABLE FOR THESE REQUIREMENTS AT THIS TIME. 1. The purpose of this SSS is to assist HQ AFRC in determining the potential levels of interest, adequate competition, and technical capability within the Small Business Community to provide continued Base Operating Services (BOS) at Dobbins Air Reserve Base (ARB), GA and Niagara Air Reserve Station (ARS), NY. The required services are described below. This SSS is solely intended to obtain Market Research information in accordance with Federal Acquisition Regulation (FAR) Part 10, and will be used to formulate acquisition strategies to procure services at each of these AFRC locations. This SSS does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future, nor does it commit the Government to contract for any supply or service. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this SSS. 2. BOS support at Dobbins ARB and Niagara ARS is essentially the same, with two exceptions. Weather Services are included in the BOS contract for Niagara ARS, but are not part of the BOS requirement at Dobbins ARB. Conversely, Transient Aircraft Services are included in BOS contract at Dobbins ARB, but are not part of the BOS requirement at Niagara ARS. Although each location has specific missions, functions, facilities, inventory and equipment, BOS services will include all personnel, supervision, equipment, tools, materials, supplies, test equipment and other items and services necessary to perform in areas outlined below. SUPPLY: Provide material, supplies and equipment support for on-station, deployed and other transient aircraft, issue mobility bags and weapons to deploying personnel, and provide training to supply reservists in support of each unit's worldwide wartime and peacetime readiness mission requirements. Supply uses the AF computerized Standardized Base Supply System (SBSS) to account for materiel at base level. VEHICLE OPERATIONS AND MAINTENANCE: Provide effective management, receipt, assignment, accountability, operation, transfer, inspection; major and minor, as well as scheduled and unscheduled and preventative maintenance services for the base vehicle fleet, tenant organization vehicles, and transient vehicles. Vehicles assigned are a combination of in-house government-owned vehicles and limited GSA-leased vehicles. GSA vehicle servicing and maintenance shall be accomplished IAW GSA policy defined in the GSA packet maintained in each GSA-leased vehicle. TRAFFIC MANAGEMENT: Provide a full range of traffic management services for base and tenant organizations, including commercial and military passenger movements and cargo shipments for base operations during day-to-day, exercise and contingency operations. TRANSIENT AIRCRAFT MAINTENANCE (Dobbins ARB Only): Provide transient alert control and arrival, processing and departure services IAW commercial procedures and practices and AFTOs, regulations and instructions. REAL PROPERTY MAINTENANCE: Perform Recurring Work Program (RWP) and service calls for facility maintenance, utility systems, fuels facilities, power production, fire suppression system, pavements and roads, airfield lighting and aircraft arresting system maintenance. FUELS MANAGEMENT: Provide services to wing, tenant, and transient organizations, to include management of aviation (AV) and ground fuels owned by the Defense Logistics Agency-Energy (DLA-E). AIRFIELD MANAGEMENT: Provide Airfield Management services, flight planning, inspections/checks, flight line training, as well as monitoring and coordinating airfield maintenance and support activities. WEATHER (Niagara ARS Only): Provide services including recording and disseminating surface weather observations and briefings, mission execution watch/forecasts, and severe weather processes. 3. This SSS is requesting responses only from Small Businesses that can provide the required services under the North American Industry Classification System (NAICS) Code 561210, Facility Support Services, with a size standard of $35.5M. 4. In addition to Small Businesses, HQ AFRC is seeking responses from qualified and capable Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUB Zone Small Businesses, Small Disadvantaged Small Businesses, Small Business Joint Ventures, Consortiums and Teaming Partners. 5. A brief survey is provided to gather information from those parties possibly interested in this acquisition. Responses must demonstrate the company's ability to perform the services in accordance with the Limitations on subcontracting clause (FAR 52.219-14). 6. Responses to this RFI and survey are to be submitted by email only no later than 10 December 2012 to william.calhoun.1@us.af.mil. All responses from prospective offerors must provide the return email address, company name, CAGE code, DUNS number, mailing address, telephone number and point of contact of each party within the body of the response.
