- Request for Information - Safety Program Implementation Background On July 21, 2010, President Obama signed the Dodd-Frank Wall Street Reform and Consumer Protection Act (the "Act"), which created the Consumer Financial Protection Bureau (CFPB). The CFPB is now planning for the implementation of an enterprise wide Occupational Health and Safety program for its headquarters office (1700 G Street NW Washington DC) as the agency stands up. Statement of Objectives The Consumer Financial Protection Bureau (CFPB) is seeking information from vendors experienced in Safety program implementation for Executive branch agencies. This is the result of an anticipated need for a study to be conducted resulting in the submission of a safety implementation plan to potentially address the following: · Staffing study to include recommendations and any associated risks with either collateral staffing or alternative staffing; · Development of studies, guidelines, directives, issue papers, and needed procedures for program implementation; · Established immediate and long-range safety priorities and schedules consistent with overall policy objectives established by higher authority directives; and · Development of uniform applications, procedures, and criteria for ensuring enforcement and/or compliance with occupational safety standards and regulations. Information Requests Specifically, the agency is requesting feedback in response to the following items: Item 1 > In terms of the implementation work itself, what types of labor categories and labor mix should be considered for performing such work. Item 2 > What should a proper implementation plan consist of and should it be different as summarized in the Statement of Objectives section above. Vendor Response In the near term, CFPB contemplates the release of a solicitation requesting quotes or proposals addressing some or all of the Objectives described above. Accordingly, CFPB is requesting information from industry leveraging experience and capabilities that already reside within the marketplace. If your firm has the requisite expertise and is interested in this potential requirement, please submit all the following: 1. Vendor's name, address, Dun & Bradstreet (DUNS) number, point of contact, phone number, and e-mail address 2. A description of your firm's expertise to perform the Objectives described above 3. Narrative addressing the itemized information requests described above 4. Vendor's small business size status, including whether the vendor is a woman-owned, minority-owned, HUBZone, or Service-Disabled Veteran-Owned Small Business (SDVOSB). The written response to this notice shall be limited to five (5) pages. Interested vendors are asked to respond no later than 4:00 p.m. Eastern Time on November 16, 2012. Responses shall be sent via e-mail to Vanessa del Toro and Nicholas Olson at vanessa.deltoro@cfpb.gov and Nicholas.Olson@cfpb.gov. All information in response to this notice must be sent via e-mail in Adobe Acrobat (.pdf) or Microsoft Word format. Please Note: This Request for Information (RFI) is not a request for proposal or quote, and does not imply an obligation on the part of the CFPB to purchase services or issue a solicitation(s) for such services. Any information provided in response to this RFI will become the property of CFPB and, in addition, may be subject disclosure under a Freedom of Information Act (FOIA) request.
