Description

Justification and Approval for Sole Source for Blackbaud, Inc. Raisers Edge Software 7 NOTICE OF INTENT TO AWARD SOLE SOURCE The Library of Congress(LOC), intends to award a firm-fixed price contract on a sole source basis to Blackbaud, Inc. The contractor will be required to provide Raisers Edge Software 7 Renewal and Maintenance support to the Office of Information Technology. LOC will procure the requirement under the authority of Federal Acquisition Regulation (FAR) 13. Simplified Acquisition Proceedures. The approved Justification and Approval has been attached to this synopsis. This notice of intent is NOT a request for competitive response; however, all responsible sources may submit a capability statement, or quotation, which shall be considered by the agency. Any responses received after response date will not be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
