- Draft Performance Work Statement Capabilities/Capacity Assessment Information The Washington Headquarters Services/Acquisition Directorate is posting this sources sought notice for the purpose of conducting market research to assess the capabilities of small businesses to include small businesses in all socio-economic categories, to provide high quality, timely, proactive and responsive custodial services for a portion of the Pentagon and associated facilities located on the Pentagon reservation. Responses to the information requested will assist the Government in determining an appropriate acquisition method, including whether a set-aside is possible. ANY FIRM THAT IS NOT CONSIDERED A SMALL BUSINESS UNDER NORTH AMERICAN INDUSTRIAL CLASSIFICATION CODE 561720 – Janitorial Services SHOULD NOT SUBMIT A RESPONSE TO THIS NOTICE. Overview of the Requirement Introduction This requirement is for Pentagon custodial services. The Pentagon is the headquarters of the United States Department of Defense (DoD) and the world’s largest low-rise office building. It is at once a building, an institution, and a national symbol. The Pentagon presently houses approximately 30,000 military and civilian employees and about 3,000 non-defense support personnel dedicated to protecting our national interests. The Pentagon sits on 34 acres of land including the five-acre center court, making a footprint large enough to accommodate five Capitol buildings. There are approximately 6,600,000 gross square feet of space, 342 restrooms, 7,750 windows, 130 stairways, 40 escalators, elevators, 17.5 miles of corridors, and 200 water fountains. These figures are approximate and are not intended for estimating or proposal purposes. Scope This requirement is one of three that encompass full custodial services for the Pentagon. Specifically, this requirement will cover providing custodial services for the Pentagon 2 nd floor, Remote Delivery Facility (RDF), Heating & Refrigeration Plant (HRP), Pentagon Incinerator Plant (PIP), and Pentagon Emergency Response Center (PERC) on the Pentagon reservation. Circumstances that might affect the work include the large number of people that work in the Pentagon each day, the many visitors to the Pentagon, the sheer size of the Pentagon, the necessity for better-than-standard performance since the Pentagon is considered a show-case facility, the requirement for off-hours work and the high level of Pentagon security. This requirement has four major functional areas to be performed: 1) Interior cleaning, 2) Trash/Recyclable Material Management, 3) Miscellaneous services, and 4) Quality Control. A draft Performance Work Statement (PWS) of the Government's requirement and a list of the equipment to be maintained are attached to this notice for your information. All interested parties with capabilities to successfully perform the Government's requirement are encouraged to provide the information as requested in the attached “Sources Sought Request for Information WHS11082012 Pentagon Custodial Services” document. The purpose of this sources sought notice is to conduct market research only. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this notice. Additional information, as it becomes available, will be posted to Federal Business Opportunities (FBO) website as amendments to this notice. All amendments will be available for viewing at this website. It is incumbent upon the interested parties to review the FBO site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with FAR 52.204-7, Central Contractor Registration; lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award. Additionally, in accordance with Federal Acquisition Regulations (FAR) 52.204-8, Annual Representations and Certifications, offerors are also reminded to register with Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided by industry to the Government as a result of this notice or any follow-up information requests is voluntary and shall be treated as confidential. No reimbursement will be made for any costs associated with this or future requests.
