Description

THIS IS A PRE-SOLICITATION ANNOUNCEMENT TO RAISE AWARENESS FOR POTENTIAL OFFERORS. The Request for Quotation (RFQ) Number will be VA-791-13-Q-0011. The Department of Veterans Affairs, Denver Acquisition and Logistic Center (DALC), 555 Corporate Circle, Golden, CO 80401, intends to solicit for quotations from qualified and experienced community dialysis providers through full and open competition. The intent of the RFQ will be to execute multiple indefinite delivery / indefinite quantity contracts for dialysis coverage throughout the United States, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands. Community providers must be Medicare certified, capable of providing, delivering, supervising, and monitoring dialysis services. Community providers may offer to provide the following services: outpatient hemodialysis, outpatient peritoneal dialysis, home dialysis to include peritoneal dialysis and home hemodialysis, and home dialysis training of beneficiaries. Outpatient dialysis and home dialysis training shall be delivered at the community providers facilities. Home and outpatient based dialysis services shall utilize the community provider's resources, staff, and equipment necessary or required for peritoneal dialysis and home hemodialysis. The community providers shall provide the services and associated health care in a manner consistent with the clinical needs of the beneficiary and extend the same or superior standards of quality care as delivered to non-VA patients. The Government intends to execute multiple contracts with a base period and four one-year option periods. The VA intends to give priority to contractors when issuing authorizations for care, where available (i.e. contractors over Fee Basis Care). Community Providers will be held to the terms and conditions of the contract upon acceptance of an authorization. Pricing will be based on a percent of the CMS Medicare Program's prospective payment system for the respective dialysis services CLIN, and any authorized Current Procedural Terminology (CPT) that applies to the type of services required for that patient. All services will be paid at the contract percent of the CMS Medicare Program for its respective CLIN. The prices shall be all-inclusive of equipment, facility, nursing, technical personnel, laboratory testing, drugs, supplies and professional services (social work and dietary), except Nephrologists. CMS Medicare Program pricing is the basis from which all claims will be submitted and paid. This acquisition will be conducted as a full and open competition for any and all qualified, experienced, and knowledgeable business entities, who can meet the requirements and whose pricing is considered fair and reasonable. The North American Industry Classification System is 621492, Dialysis Centers and Clinics. The Small Business Size Standard is $34,500,000.00. Solicitation documents will be available electronically on or about November 29, 2012 through the Federal Business Opportunities System (FedBizOpps) website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. The anticipated closing date is January 7, 2013. The Contracting Officer for this acquisition is Julia Trautman. Community providers interested in responding to this solicitation should provide their email addresses and contact information to julia.trautman@va.gov. Respondents will have the ability to participate in a web-based pre-quote conference, if requested. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and/or comments in writing. Questions will not be accepted until after the solicitation has been released. Effective October 1, 2003, all contractors must be registered through the Central Contractor Registration (CCR) website as an active contractor in order to be eligible to enter into a contract or BOA and to receive payments. The CCR website is now part of the System for Award Management (SAM), which is found at https://www.sam.gov/portal/public/SAM. Please be sure your company is registered at this website. Prospective offerors should complete electronic annual representations and certifications, which is also part of the SAM. Due to the limited time offerors have to respond you are encouraged, but not required, to register in advance. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. THE VA DALC IS NOT SEEKING PRICING OR OFFERS OF ANY KIND AT THIS TIME. THE VA RESERVES THE RIGHT TO SOLICIT THESE ITEMS FROM LARGE OR SMALL BUSINESSES, AS APPROPRIATE.
