Description
Note**- Solicitation Number W91CRB-13-R-0011 has replaced W91CRB-13-R-0006. Product Manager Soldier Protective Equipment of the Program Executive Office - Soldier, Fort Belvoir, VA 22060 has a requirement for an Extremity Protection (EP) Component consisting of an Enhanced Army Combat Shirt (EACS), an Enhanced Army Combat Pant (EACP), Protective Under Garment (PUG), Knee/Elbow Pads and Enhanced Army Combat Gloves (EACG) to provide protection to the arms, legs, hands and groin with a higher level of protection to at least the elbows, knees, femoral arteries, neck region and lower back. Additionally, the design must allow for insertions of future technologies that support modernization and defeat or mitigate the effects of ballistic, blast, fragmentation, blunt impact, and flame threats on the battlefield. The EP is one of six (6) components that will be integrated into the overall Soldier Protection System (SPS). The goal of the SPS is to provide Soldiers with modular, scalable and mission tailorable protection to reduce weight and increase mobility while optimizing protection. This requirement is a developmental effort for vendors to improve upon their currently produced EP items. The anticipated period of performance is a one year base period with two one year option periods. All EP items shall be compliant to the Berry Amendment and Buy American Act. The Government anticipates full and open competition under NAICS code 315990 Apparel Accessories and Other Apparel Manufacturing. The release of the Request for Proposal (RFP) is tentatively planned for mid December 2012, with all documents, attachments, and amendments posted at the FedBizOpps website located at the following web address: https://www.fbo.gov/. No hard copies of this RFP will be issued. All respondents shall be responsible for obtaining documentation from this location.
