- Misc Hand Tool Misc Hand Tools GSA, FAS, Heartland Global Supply intends to establish a "NOT TO EXCEED" ONE-YEAR STANDING PRICE QUOTE (SPQ) for National Stock Numbers 5110 Federal Supply Class. This NSN is part of GSA's Stock Program. The essence of this arrangement is that a contractor will be awarded a SPQ and will provide the item(s) to satisfy requirements for the Stock depots in Burlington, NJ and French Camp, CA. Direct delivery orders to customers may also be generated through this SPQ. The period of the SPQ will not exceed a one year time frame. There is no guarantee of orders. The SPQ is not a formal contract and can be cancelled at any time by either party. All quotes for this SPQ are to be FOB destination (in accordance with clause 52.247-34). The Government will make award to the responsible contractor whose quote, conforming to the request for quote, will be most advantageous to the Government.
